Description
The U.S. Geological Survey, Pacific Coastal & Marine Science Center, requests award of a noncompetitive procurement to Stichting IHE Delft, which is the foundation that coordinates research conducted by the IHE Delft Institute for Water Education, formerly named the United Nations Education, Scientific, and Cultural Organization - International Institute for Hydraulic and Environmental Engineering (UNESCO-IHE) The USGS PCMSC requires the services for estuarine sediment transport and hydrodynamic modeling of San Francisco Bay under various future sea level rise scenarios. This work will build upon previous efforts and enable IHE Delft Institute for Water Education to apply a research version of Delft3D to describe complex hydrodynamics and sediment transport on intertidal mudflats in South San Francisco Bay and to forecast future morphodynamics under sea level rise. The primary focus of this work will be to: 1. Develop an open source MATLAB code based on the Delft3D model that describes essential processes for morphodynamic mudflat development. This new code will be validated against mudflat profile at Dumbarton Bridge in South San Francisco Bay. 2. Use a process-based numerical model, Delft3D, to evaluate ecosystem and geomorphic changes resulting from different scenarios of sea level rise in South San Francisco Bay. 3. Run the newly developed MATLAB code to determine the dominant factors influencing morphologic development of intertidal mudflats under sea level rise. The Government intends to negotiate on a noncompetitive basis with Stitching IHE Delft in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items.
