- NOTICE OF INTENT TO SOLE SOURCE THERASPHERE, Y-90 GLASS MICROSPHERE The Department of Veterans Affairs, Louis Stokes Cleveland VA Medical Center, 10701 East Boulevard, Cleveland, OH 44106, intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) soliciting from one source when CO determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 337215 with a small business siz standard of 500. The VA intends to solicit and negotiate with Morse Watchman s Inc., 2 Morse Road, Oxford, CT 06478 for KW Illuminated 9 module main cabinet. Key Watcher Illuminated is an electronic key system provides users with the ability to customize key storage cabinets with different modules for keys, access cards, laptops, and handheld devices. The Cleveland VAMC EMS Service is requesting the purchase of three (3) Morse key-watchers systems. This project would be performed in two different areas of the hospital. A key watching system will be built i each building and service each area. The Government believes that only one business can reasonably satisfy the agency requirements and intends to negotiate with only one source. Other Contractors may identify their interest and capability by responding to this requirement by Wednesday, July 29, 2019, by 2:00PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation is available now. DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C250-19-AP-3680 Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office, Independence, Ohio. Transaction: 541-19-3-2506-0064 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Cleveland VAMC EMS Service is requesting the purchase of three (3) Morse key-watchers systems. This project would be performed in two different areas of the hospital: Main building and the Cares Tower. A key system will be built in each building and service each area. EMS is looking for a technology that would be user friendly for employees, secure, cost effective and be available 24 hrs. Page 1 of REQUIRED DELIVERY DATE: 30 Days ARO Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Market research was conducted to find other vendors that would provide similar product as Morse Watchman s, but we have not been successful. There are at least two more services within Cleveland VAMC that already have the Morse Watchman s key watcher system and it works well with the VA system. Going with another keying system would cost the VAMC more money to change over hardware. Morse Watchman is the only source that can provide this key watcher system. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by the Contracting Officer and the EMS Service to identify available sources to meet the requirements as follows: FSS, GSA, Vetbiz and the internet were reviewed with no results. Based on the results of market research, the Government determined that there is only one contractor, Morse Watchman s Inc., that can provide these key watching systems that are compatible with the already approved programs and policies. There are no SDVOSB s at this time to distribute the supplies needed, at this time. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
