Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs, VHA Regional Procurement Office Central, Network Contracting Office 10, intends to enter into a sole source procurement pursuant to FAR 6.302-1, for continued rental of a mobile Neurovascular MD C-Arm for the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105. The proposed contract will have a 12-month base period with an optional 6 ½ - month period to be exercised if needed. The Department of Veterans Affairs intends to award a sole source, firm-fixed price contract to Block Imaging, 1845 N Cedar Street, Holt, MI 48842. The associated North American Industry Classification System (NAICS) Code is 334517 Irradiation Apparatus Manufacturing and the Business Size Standard is 1,000 employees. It is the Government s belief that a sole source procurement with Block Imaging is in the best interest of the VA Ann Arbor Healthcare System, since a mobile C-Arm system has already been tested, delivered, and installed on a 1-month emergency order to replace a failing fixed C-Arm in the operating room at the Ann Arbor VA. Duplication of efforts to test and install a different C-Arm are not in the best interest of the Government. Competing this requirement would most likely result in a delay and a gap in capability, impacting the Ann Arbor VA s ability to treat patients. A competitive acquisition is expected for replacement of the permanent fixed C-Arm in the next 12-18 months. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 4:00 PM Eastern Time, Tuesday, July 30, 2019. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
