- The purpose of this announcement is to provide members of the IWRP Consortium, and industry in general, advanced notification of Government intent. This notification is not a Request for Prototype Projects, but information provided for planning purposes only. A project will not be awarded from this announcement. Naval Information Warfare Center (NIWC) Atlantic will announce a Request for Prototype Projects through the Information Warfare Research Project (IWRP) Consortium. In order to obtain more information regarding the below projects, you must be a member of the IWRP Consortium. For more information on becoming an IWRP consortium member, please visit https://www.theiwrp.org. The majority of these projects will be briefed at the IWRP Consortium Quarterly Industry Day on 14 Aug 2019 in Stafford, VA or presented virtually in a short time thereafter. More information on the QID can be obtained at https://www.theiwrp.org. The Government anticipates nine (9) projects to be solicited via N65236-18-9-0001 - consisting of the following: 20-LANT-0074 Short title: Hyper C2 Web: The government seeks to prototype a distributed/survivable large data fusion and high-performance processing capability forward, enhancing the speed of decision making and extending the reach of centralized C2 Command Centers, such as, the Maritime Operations Centers (MOC) and Air and Space Operations Centers (AOC) Integrated Advanced, Autonomous/AI/Machine Learning (ML) Applications 20-LANT-0075: Short title: Tactical Network (TACNET) Cross Domain Solution (CDS) The government seeks to prototype a technical approach, process map, and prototype demonstration of a solution performing as a Cross Domain Solution (CDS). The final prototype must align with recommended policies and procedures while enabling Marines to access content across at least three security boundaries simultaneously. 20-LANT-0076: Short title: Automated Celestial Navigation System (ACNS) Prototype The government seeks to prototype an ACNS that will provide a day/night, non-GPS based position navigation source that will autonomously determine vessel position based on optical sightings of celestial objects (e.g., stars and satellites). ACNS will deploy on United States Navy (USN) surface ships and integrate with surface ship navigation systems (e.g., AN/WSN-7/12). ACNS will consist of a Sensor subsystem (located topside) and Processor subsystem (located below decks, in the Inertial Support Equipment Rack (ISER)). 20-LANT-0077: Short title: Enterprise Infrastructure Performance Management Solution The government seeks to prototype an effort to pilot the Enterprise Infrastructure Performance Management Solutions (EIPMS) in support of Component Enterprise Data Centers (CEDC). This EIPMS solution needs complete end-to-end visibility from across the network and into the infrastructure (storage, compute, network, etc.) within the CEDCs as well as infrastructure supporting our cloud connectivity to effectively troubleshoot and provide root cause analysis. 20-LANT-0078: Short title: Risk Management Information (RMI)/Safety Program Management (SPM) The government seeks to prototype and test commercial technologies in a relevant environment to increase the efficiency and effectiveness of the Navy's safety program management. The primary objective of this effort is to deliver a prototype of each Safety Program Management (SPM) module that integrates with other existing and future Risk Management Information (RMI) capabilities, and which can transition to the RMI production environment. 20-LANT-0079: Short title: Low Bandwidth/No Bandwidth The government seeks to prototype solutions for Low Bandwidth or No Bandwidth solutions to support continuous 24/7 operations, Afloat or Ashore in remote locations or environments. Bandwidth communication is the most critical factor in cloud-based or web- based efforts. It can be established either by wired or wireless connections. Both methods have their own advantages and disadvantages, depending on the application. 20-LANT-0080: Short title: ServiceNow Implementation for PMW-240 Cloud Management The government seeks to prototype a single point of entry and common repository for back office managers and users with a common user experience and interface to perform the cloud management functions that are necessary to cost effectively execute MyNAVY HR. 20-PAC-0081: Short title: Agile Metrics for Program/Project Development Short title: Agile Metrics for Program / Project Development The government seeks to prototype a method for measuring the extent to which a team is performing agile software development and a methodology for determining appropriate Agile Metrics, which a software development project should provide to their program offices and sponsors to accurately reflect progress for their development efforts within the Department of the Navy. 20-LANT-0082: Short title: Pier Connectivity as a Service (PCAS) The government seeks prototypes to address challenges with service level consistency, specifically by employing service level standards that can be delivered at US Navy points of presence, both CONUS and OCONUS locations. Ideally, ships and submarines will submit a service request prior to arrival at a pier location.
