Description
The work includes, but is not limited to, the following: The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform Integrated Solid Waste Collection and Disposal Services at Various Locations, JBPHH, Hawaii, by means of an Indefinite Delivery Indefinite Quantity (IDIQ) contract, comprised of recurring and non-recurring work items. The Contractor shall provide multiple containers and refuse collection and disposal services to ensure refuse is properly collected and disposed; furnish and position each multiple container (which includes On-Call multiple containers) at the Multiple Container Stations (MCS) as required, to best aid the user in disposing of refuse and to minimize interference with adjacent sidewalks, parking areas, roadways, etc.; provide collection of integrated solid wastes to ensure refuse is properly collected; remove normal refuse from multiple containers including spillage to ensure refuse is properly collected; remove bio-solids from multiple containers to ensure it is properly collected; remove green waste from multiple containers to ensure it is properly collected; dispose of the integrated solid waste to ensure compliance with all applicable local, state, and federal laws and regulations. Bulk refuse items (i.e., tires, air conditioning equipment, water heaters, refrigerators, etc.) collection and disposal may be included. The Contractor shall collect metals (e.g., steel, copper, brass, aluminum, etc.) from the JPBHH Recycle Center, Shipyard, and as needed, demolition sites. All recyclable metal shall be weighed by the Contractor on Government scales and weight and type of type of metal documented by Government personnel prior to the Contractors departure from the installation. The Contractor shall return all proceeds from recyclable metal sales to the Government per type of metal sold on a monthly basis. Procurement Method: Contracting by Negotiation The NAICS Code for this procurement is 562111 and the annual size standard is $38,500,000. The contract term will be a base period of five months plus four option years. The total term of the contract, including all options, will not exceed 53 months. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. The Government will not synopsize the options when exercised. Non-recurring work will be issued via FedMall, a web-based ordering system, using Government purchase cards. The minimum guarantee will be the Base Period Recurring work and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule. This contract will replace a contract for similar services awarded in 2014 for $ $806,532 (recurring work portion for the twelve month base period) and $24,880 (nonrecurring work maximum value for the twelve month base period). Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Based on market research, including a sources sought notice issued on October 23, 2018, there is a reasonable expectation that offers would be obtained from at least two responsible small business concerns. Eight firms responded and all provided all the requested information. Of the eight firms, two firms do not appear to be capable, as their experience provided did not meet the parameters of the sources sought requirements. Of the remaining six firms, one is a Women Owned Small Business, one is a Historically Underutilized Business (HUBZone), three are small business firms, and one is a large business. Based on the results, the solicitation will be issued as a small business set-aside. The NAVFAC Hawaii small business office concurs with the set-aside determination. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. The solicitation will utilize source selection procedures which require offerors to submit a non-price proposal, past performance, safety, and experience information, and a price proposal for evaluation by the Government. Proposal receipt date is approximate. The actual date will be as shown on the RFP. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (04-DEC-2018).
