- This is a pre-solicitation announcement only. This is a synopsis of an upcoming solicitation, 140R1019Q0066, Anderson Dam Palisades Dam Guide Turbine Bearing Rehab. Prospective vendors may submit quotes by email only to ssnediker@usbr.gov. The Bureau of Reclamation, Pacific Northwest Region intends to solicit quotes for a Firm Fixed Price Commercial Item Supply contract, in support of Anderson Dam, Idaho and Palisades Dam, Idaho. However, all work will occur at the vendor ¿s facility. Anderson Ranch Dam and powerplant has two hydro generators installed, that provide approximately 40 MW of energy. The generators use a Francis turbine runner on the bottom end of the shaft with discharge flows to the river. On Unit 1, the turbine guide bearing supporting the shaft suffered severe babbitt damage, was removed from service, and a spare bearing installed in its place. The damaged cast iron bearing requires repair and re-babbitting and will become the spare turbine guide bearing. The contractor shall furnish all labor, transportation, facilities, equipment, material, and supervision required to successfully repair the turbine guide bearing, including rebabbitting and machining. The components of work will be: Palisades Dam and powerplant has four hydro generators installed, that provide approximately 44 MW of energy each. The generators use a Francis turbine runner on the bottom end of the shaft with discharge flows to the river. On Unit 1, the turbine guide bearing supporting the shaft suffered severe babbitt damage, was removed from service, and a spare bearing installed in its place. The damaged cast iron bearing requires repair and re-babbitting and will become the spare turbine guide bearing. The contractor shall furnish all labor, transportation, facilities, equipment, material, and supervision required to successfully repair the turbine guide bearing, including rebabbitting and machining. Pursuant to Pare 12, 13 and 15 of the Federal Acquisition regulations, Reclamation intends to issue a written Request for Quotation (RFQ) on or about the last week of July. The Request for Quote will be issued as a total small business set-aside. The applicable North American Industry Classification System (NAICS) code is 332721, Precision Turned Product Manufacturing, with a Small Business Size Standard of 500 employees. Contractors will be expected to perform a minimum of 15% of the work with its own employees (FAR 52,219-14 Limitations on Subcontracting). The Government anticipates award of a firm fixed price purchase order during the last week in August, 2019. The anticipated delivery date to return the refurbished babbitts is three months after award. Reclamation will consider all responsible sources who submit a timely quote that conforms to the solicitation. Any contractor interested in doing business with the Federal Government must be registered and active in the System for Award Management (SAM) database prior to the closing date of the solicitation. SAM is a Federal Government owned and operated FREE website at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury ¿s Internet Payment Platform located at www.IPP.gov.
