- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 140L2219Q0009 is issued with an open date of July 24, 2019 and close date of August 8, 2019. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2019-03. This is a total small business set aside under NAICS 212319 and a size standard of 500. The Bureau of Land Management (BLM), Taos Field Office, has a requirement in soliciting quotations on a competitive basis from qualified vendors to enter into a firm fixed price contract for 1,100 tons of black basalt rip rap rock (specifications attached) to be delivered to the Santa Cruz Lake Recreation Area (North Shore) near Chimayo, New Mexico (see attached map). The required rock shall be hard and durable and shall have a minimum weight of 155 pounds per cubic foot, or a bulk specific gravity of 2.5. The rock shall be black and free from overburden, spoil, shale, organic material and not contain any off colors such as white caliche or the like. Each load of rip rap shall be well graded from the smallest to the maximum size specified. See the specification attached. The following attachments are applicable to the solicitation: specifications, location map, evaluation criteria and Sol_140L2219Q0009. The following FAR provisions and clauses are applicable under this synopsis/solicitation: 52.212.1, 52.212-3, 52.212-4, 52.212-5, and can be downloaded as full text at http://www.acquisition.gov. See Sol_140l2219Q0009. The resultant contract will be awarded to the responsible offeror whose offer is the lowest price technically acceptable. Offerors must be registered in the System for Awards Management (SAM) database to do business with the Federal Government and to be considered for award.
