- This is a sources sought notice for planning purposes only. No quotes are being requested or accepted with this sources sought notice. This is not a solicitation for quotes and no contract will be awarded from this sources sought notice. The type of solicitation issued will depend upon the responses to this sources sought notice. The Department of Veterans Affairs, Boston Healthcare System, is seeking sources for an upcoming procurement for services to provide standard annual maintenance and support contract for service on VitreaAdvanced Systems. The details of the project and anticipated tasks and deliverables are outlined in the Performance Work Statement. The Department of Veterans Affairs, Northampton is interested in determining if there are vendors capable of meeting the agency s requirements in terms of time, resources, and past experience. Interested sources should respond via email to chelsea.smith2@va.gov to indicate their interest in this procurement. This is not a solicitation, and no contract shall be awarded as a result of any responses received as a result of this notice. The Department of Veterans Affairs, Northampton VAMC will determine the type of solicitation issued as a result of information gained from this sources sought notice. Performance Work Statement Background: Boston VA Healthcare system maintains a wide array of Vitrea Advanced Visualization, multi-modality advanced visualization solutions that delivers comprehensive applications in a variety of our Departments. By providing access to advanced clinical tools and multi-modality applications anytime, anywhere, Vitrea Advanced Visualization enables physicians to have meaningful interactions wherever they are, its multi-modality applications enhance diagnostic confidence across our entire hospital, and advanced imaging tools, facilitate improved clinical outcomes with powerful applications and streamlined partner integrations. The following VitreaAdvanced systems requiring standard maintenance and support: (1) VitreaAdvanced, VitreaCore Unlimited User -UNK540719 (2) VitreaAdvanced, Vitrea fX Concurrent User Pkg 5080121211 (1) VitreaAdvanced, CT Liver Analysis A Purpose and Scope: The Contractor shall provide Standard annual Maintenance and Support contract for Service on VitreaAdvanced Systems located throughout the Boston VA Healthcare system. Period of Service for one-year term includes: Software upgrades & updates, rapid response telephone assistance, access to interactive online portal, Vital U Webinars and online library, online technical knowledgebase, and remote support diagnostics. Software Support Hours: M-F 8:00 am -5 p.m. Hardware support assistance, access to clinical expert for 1:1 application consultation, monthly report and review of issue tracking & resolution with a service, account manager, education credits, annual technical system review and on site assistance for critical issues. Critical issues are defined as issues that resides in Vital Images software, is open for longer than 24 hours, causes the enterprise system to be non-operational, has not been identified as a software defect that can be fixed by a software patch. Hardware Support Hours: 24/7 Technical Application Support Contract Objectives 1. Equipment specified is maintained and in operational status 95% of the time throughout the life of the contract 2. Equipment is free from any defects 3. Equipment requires no significant repairs as a consequence of performance of the task of this contract. 4. Contractor must have proven access to original equipment, manufacturers (OEM) parts, manuals and schematics to perform the service. 5. Contractor must provide his own EOM manuals and schematics, which must be available on site at time of service. 6. All defective parts replaced become the property of the vendor. 7. Ensure all operators are trained on equipment Contractors Tasks The Contractor shall provide documentation of substantial experience working on the identified version, make and model of software and hardware. This documentation shall specifically include individuals who will work on the systems. Contracting Officer reserves the right to request factory training certificates from vendor personnel for servicing equipment under contract to determine qualification of responsibility. All contractor personnel (without exception) must report to the Clinical Engineering Department, Bldg. 1-room GB115, to sign in and receive a contractor identification badge before any work is performed. Contractor personnel will be escorted by Clinical Engineering staff for the duration of work performed, and return to the same location to sign out and turn-in said badge along with the documented service report for the service performed. If there is a need to replace any hard drive, a hard drive, and all information on it, is the property of the VA and must remain in the control of the VA Clinical Engineering department for Medical Destruction. Service field reports shall be provided at the time of the service call and must be signed by contracting officer s COR and filed with the Clinical Engineering department. Summary (or duplicate copies) of field service reports shall be included with the invoices. Field service reports shall include written evidence of performance of all procedures and tests as required by the manufacturer. They shall include itemized parts and labor. Failure to drop off service field reports may delay contractor payment. Additionally, the Contractor shall: Maintain Specified tasks listed under Scope. Ensure all specified equipment is operational for safe use. Ensure all replacement software includes site-specific adaptation present in originally delivered software. Ensure all services are reported to Biomedical Engineering upon arrival.
