- PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Contracts Management Branch Blue, NIA Section on behalf of the National Institute on Aging intends to negotiate and award a contract for Johns Hopkins Bayview Medical Campus (JHBMC) Parking for the National Institute on Aging Intramural Research Program (NIA IRP). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement is classified under NAICS code 812930 - Administrative Management and General Management Consulting Services with a Size Standard of $38.5 million. REGULATORY AUTHORITY: The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 2019-03, dated July 12, 2019. STATUTORY AUTHORITY: This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b)(2), Soliciting from a single source. DESCRIPTION OF REQUIREMENT: Project Title: Johns Hopkins Bayview Medical Campus (JHBMC) Parking for the National Institute on Aging Intramural Research Program (NIA IRP) General Requirements: NIA IRP requires the availability of up to 381 parking spaces for the NIA IRP workforce consisting of federal employees, trainees, guest scientists, and contract employees working at the NIH Biomedical Research Center (BRC) and TRIAD buildings located at the JHBMC in Baltimore, MD. A shuttle service is also required to transport staff who park in parking lots further from the BRC and TRIAD buildings (such as the North East Parking Lot). Specific Requirements The Contractor shall provide parking for NIH/NIA employees in the vicinity of the BRC and TRIAD buildings on the JHBMC. Parking lots are to be accessible by the employees 24 hours a day, 7 days a week. To facilitate this requirement, the Contractor must be able to accommodate the following number of parking spots for employees on the ensuing parking lots: 1) 272 - North East lot 2) 10- Boiler lot 3) 92 - Alpha Commons lot 4) 5 - Mason F. Lord (Triad Bldg.) 5) 2 - Staff Lot Shuttle Service: A shuttle service shall be provided to and from the Bayview campus and TRIAD buildings seven (7) days per week. There will be one campus shuttle operating from 6:00 a.m. - 8:00 p.m., Monday through Friday, and a second campus shuttle operating from 7:00 a.m. - 6:00 p.m., Monday through Friday. These shuttles are to pick-up/drop off NIA employees from the BRC at least every 20 minutes to transport employees to/from the North-East parking lot. An evening express shuttle service will be provided operating from 3:00 p.m. - 7:00 p.m., Monday through Friday for the employees who park at the North East parking lot. The shuttle is to run between 10- and 15-minute intervals and take the quickest route to the BRC and back to the North East lot to transport NIA IRP staff. Period of Performance: One (1) base period starting September 28, 2019 with four (4) Option Years. Base Year: September 28, 2019-September 27, 2020 Option Year 1: September 28, 2020-September 27, 2021 Option Year 2: September 28, 2021-September 27, 2022 Option Year 3: September 28, 2022-September 27, 2023 Option Year 4: September 28, 2023-September 27, 2024 Government Responsibilities: The NIA IRP POC will work in conjunction with the JHBMC Parking Office to verify each month's parking charges, per parking lot, prior to the submission of a monthly invoice. This will be accomplished by means of an agreed-upon spreadsheet that the two entities will utilize. Monthly cost shall be verified by the NIA IRP POC prior to submission and payment of invoice. Confidentiality of Information: The Government will provide the contractor with information pertaining to the employees utilizing the JHBMC parking lots including names, vehicle make/model/ and license tags. The data supplied is strictly for the use of granting NIA IRP staff access to the parking lots and to produce the monthly invoice. Closing Statement: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the number of available parking spaces, an estimate of the monthly unit price per parking space, breakdown and rationale for other direct costs or materials, and the total amount. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
