- The National Institutes of Health (NIH) intends to award a fixed priced purchase order on a sole source basis to Manage Inc., Seattle, Washington, 98121 to procure during a one month interval hardware, software and installation to upgrade the existing Blood Bank Computer System (BBCS) hardware and operating system for the Department of Transfusion Medicine's (DTM) Cell Processing Section (CPS). The BBCS donor application manages blood collection and subsequent product distribution at the NIH, Clinical Center. These products and upgrades are based on compatibility with the existing multi-tier DTM Donor system collectively known as BBCS. Subsequently, the BBCS system has many proprietary functional modules, which are a set of grouped functions that address specific functional areas of the program/business. The proprietary modules are designed to allow for 100% sharing and interoperability of information between modules yet allow for standards of communication to outside foreign systems. The vendor Manage Inc. is the only known vendor who can integrate the project goals into the existing BBCS system infrastructure. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The total dollar value of this purchase order shall not exceed the SAT at $250,000.00.
