- This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Ocean Energy Management (BOEM) has a requirement to purchase the IHS PetroData (FieldsBase, FPSBase, and SeismicBase) as an on-line subscription service, in support of the mission of the BOEM/Office of Resource Evaluation (RE) in the Gulf of Mexico (GOM). The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement, Acquisition Operations Branch, on behalf of BOEM, is the contracting office for this procurement. The purpose of this notice is to announce the intent to negotiate and award a firm-fixed-price type contract on a sole source basis to IHS Global Inc., in accordance with the Federal Acquisition Regulation Subpart 13.5 - Simplified Procedures for Certain Commercial Items under the authority of 41 U.S.C. 1903. IHS is the only responsible source who can provide the subscription database that can provide a complete picture of petroleum exploration, development, and production in the GOM as well as its relationship to other major petroleum regions. The subscription for IHS PetroData, which includes subscriptions to FieldsBase, FPSBase, and SeismicBase. No other vendor has the capability to provide all of the data together in one subscription that provides a large quantity and almost real time information from other petroleum domains that may impact the market in the GOM Region makes that subscription model unique only to IHS that will give BOEM an immediate important tool in its management of the GOM. Based on market research, no other company is capable of providing a similar tool with all of the information BOEM needs. It is anticipated that a purchase order will be awarded on or before 09/01/2019 with a 12 month base period of performance and four, 12 month option periods. The applicable NAICS Code is 511210. This is not a request for competitive quotations. This notice of intent to sole source is for informational purposes only. However, all responsible sources/interested parties may submit a response/quote which shall be considered by the agency if received by the Point of Contact (POC) listed below by close of business July 31, 2019 (reference Solicitation 140M0119Q0046). A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
