Description
Intent to Sole Source Mental Health Eating Disorders On behalf of the William S. Middleton Memorial Veterans Hospital (MVH), 2500 Overlook Terrace, Madison, WI 53705, the Great Lakes Acquisition Center intends to negotiate a sole source contract with Rogers Memorial Hospital/Behavioral Health (Rogers) for Intensive Outpatient Programs (Partial) and Inpatient Residential Treatment Eating Disorder Programs for VA patients. In both settings patients work with treatment teams to become nutritionally and medically stable, develop skills needed to face challenges, and find the resilience to achieve and maintain recovery. The estimated number of patients per year to participate in the Partial Hospitalization Eating Disorders program is 5 patients per year. The confirmed typical length of stay for each patient to participate in this program is 6 weeks. The Partial Hospitalization Eating Disorders program operates Monday through Friday and the total number of treatment days per year is as follows: 6 weeks per patient x 5 days per week = 30 days per patient 5 patients x 30 days per patient = 150 days per year The estimated number of patients per year to participate in the Residential Eating Disorders program is 2 patients per year. The confirmed typical length of stay for each patient to participate in this program is 4-8 weeks, 60 days per patient. The Residential Eating Disorders program operates 7 days per week and the total number of treatment days per year is as follows: Current estimate is 60 days of treatment per patient 2 patients x 60 days per patient = 120 days per year The treatment services are the same for both levels of care and include support led by the contractor s team of professional staff including the attending psychiatrists, physicians, lead therapist, psychologists, registered dietician, social workers, registered nurses, occupational therapists, experiential therapists, substance abuse counselors and other Eating Disorder specialties.  Components of the treatment is expected to include the following: Cognitive Behavioral Therapy, Dialectical Behavior Therapy, Experiential Therapy, Nutritional education & planning and Health & Wellness education. Rogers is the only vendor that is known who can support both inpatient and outpatient care for Madison VAH veteran patients seeking eating disorders treatment and can satisfy the basic requirements of providing eating order specific partial hospitalization as well as inpatient residential treatment programs. The North American Industry Classification System Code is 621420 Outpatient Mental Health and Substance Abuse Centers, with a small business size standard of $15.0 million. This notice is not a request for competitive offers; however, if a vendor feels it can meet the needs of the Government, the following information shall be submitted to the Contracting Officer at Patrice.Bond@va.gov and Contract Specialist Antanette.Shellaugh@va.gov by Wednesday, July 31, 2019 at 10:00am. Current Accreditation from the Behavioral Health Certification Section, which is issued by the State of Wisconsin Department of Health Services, to provide Mental Health Services in Wisconsin. No telephone responses will be accepted. Information received will be used to determine whether it is in the Governments best interest to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
