Description
This is not a request for proposals, bids, or quotes. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received because of this announcement. This is a sources sought notice for the identification of potential vendors to provide Fresh Bread and Bakery Products to the Gulf Coast Veterans Health Care System located at Building 31, 400 Veterans Avenue, Biloxi, MS 39531-2410 with deliveries between 6:00 a.m. and 10:00 a.m., local time, on Tuesday, Thursday, and Saturday on a recurrent basis. The Government anticipates award of a firm fixed price estimated requirements contract with a delivery performance period from October 1, 2019, through September 30, 2020, plus four (4) additional annual renewable option periods. The following table depicts the normally consumed products and their combined ANNUAL estimated quantities (the list is not all inclusive and open to alternatives that meet user standards) CLIN # Description Estimated Annual QTY Unit A.1.1 ROUND TOP OR SANDWICH BREAD, SLICED WHITE, ENRICHED PAN BAKED, 24-26 USABLE SLICES PER LOAF 1800 Loaf A.1.3 WHOLE WHEAT ROUND TOP OR SANDWICH SLICED, 24-26 USABLE SLICES PER LOAF 7000 Loaf A.1.4 BUNS (HAMBURGER), SLICED, 12 BUNS PER PACKAGE 1600 Pkg General Specification: Bread shall be fresh. Bread shall not be more than 24 hours old upon arriving at receiving point. Bread shall be packaged in accordance with commercial practice. Bread shall not be frozen prior to arrival time. The package shall afford adequate protection against deterioration and physical damage during shipment from the supply source to the medical center. All products furnished shall be processed, packaged, and labeled under sanitary conditions in strict accordance with guidelines provided by the U.S. Food and Drug Administration (FDA) and the U.S. Department of Agriculture, using the best commercial practices that are standard for the industry. All containers shall be clean, sound and securely covered or sealed to provide adequate protection from dirt, filth or contamination. All products furnished shall be processed at plants that have passed inspection by the Federal Government and meet local and state health and business license requirements. The purpose of this announcement is to gain knowledge of potential qualified sources and their size classifications (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub zone, 8(a), small, small disadvantaged, and woman owned small business, FSS/GSA contract schedule holders or large business) relative to the North American Industry Classification Systems (NAICS) code 311812, Commercial Bakeries. A solicitation package may be available on or about August 13, 2019. Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors will be required to be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award. Additionally, all Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Any questions concerning this announcement must be submitted by email to arlene.blade@va.gov, Contracting Officer, no later than July 26, 2019. The reference number to be used in response to this announcement is: VA256-19-Q-1247. All correspondence must cite the reference number as provided. Telephone responses will not be accepted.
