Description

This is a presolicitation/solicitation (Request for Proposal (RFP)) notice in accordance with (IAW) FAR 5.204 to publicize the planned sole source procurement, for the STARLite ER SAR/GMTI, Dismounted Moving Target Indicator (DMTI). This is the second presolicitaction notice issued. Requirements include sustainment services; engineering/technical/logistic serives, lay-in material, repairs, and obsolescence monitoring & mitigation. STARLite ER is a multi-functional radar sensor, utilized on the Gray Eagle and the Persistent Surveillance System Tethered (PSST) platforms for detecting and tracking moving vehicles/dismounts supporting Brigade Cobat Team (BCT) Integrated Sensor Coverage Area (ISCA) construct. The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), 6565 Surveillance Loop, APG, Maryland 21005, is soliciting and intends to award a sole source, five year (5), Fiirm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Plus-Incentive-Fee (CPIF), and Cost Reimbursable (CR) No Fee Indefinite Delivery, Indefinite Quantity (IDIQ) contract IAW FAR 6.302-1 and 10.USC 3304(c)(1), Only One Responsible Source and no other supplies or services will satisfy the agency requirements. The proposed source is Northrup Grumman Systems Corporation (NGSC) Electronic Systems, 1580B West Nursery Road, MS B585, Linthicum Heights, MD 21090. NGSC is the sole provider, developer, and original equipment manufacturer and the only known source that can provide the necessary requirements. The Government does not own the Technical Data; which is proprietary to NGSC. The place of performance is the contractor's facility. The North American Industry Classification System Code (NAICs) is 334511 and the Product Service Code (PSC) is J058.
