- The U.S. Geological Survey, Volcano Science Center requests award of a noncompetitive procurement to JEOL USA, Inc. of Peabody, MA for purchase and installation of a motorized stage and Windows 10 OS control computer for our existing JEOL 6510LV Scanning Electron Microscope. Our current JEOL 6510LV Scanning Electron Microscope (SEM) is equipped with a manually operated stage and a computer with an older Windows Vista operating system. As a result, current usage is labor-intensive, requiring operators to manually move the stage to image and analyze over a sample area. It is therefore impossible for staff to generate X-ray elemental maps or other modern imagery in practical time frames. Motorized stages are available as a retrofit upgrade to this SEM. In addition, an updated version of the imaging and analysis control software that we use (Iridium, by iXRF) allows for automated stage control and automatic image mosaics. Upgrades to the current software version are free, but are not compatible with Windows Vista. A retrofit upgrade to a motorized stage coupled with a new Windows 10 computer would allow us to automate currently manual analyses on the SEM. As a result, the instrument could be setup to provide high resolution imaging and compositional mapping of an entire sample over a day or overnight. These automated analyses would increase SEM usage and attract new users, reduce staff time, and significantly increase instrument data output. We seek a retrofit upgrade to an existing JEOL-brand instrument. JEOL can supply a compatible stage and computer upgrade for their instrument. The stage will allow for automatic imaging across larger samples. The computer upgrade must be able to communicate with the SEM instrument. This will require proprietary control boards provided only by JEOL. A JEOL service installation will insure that the new computer, motorized stage, and SEM instrument are properly integrated and functioning. The Government intends to negotiate on a noncompetitive basis with JEOL Inc., the manufacturer of the EMP, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. Other interested concerns having the ability to furnish this update and installation may submit a capabilities statement to the Contracting Officer via email at cjfejarang@usgs.gov no later than the closing date of this announcement at 12:00 PT. All submissions will be evaluated to determine if competitive opportunities exist. As required by FAR 5.101(a)(1), the forthcoming Request for Quote (140G0319Q0155) will be made available through the GPE on or about August 1, 2019 whether or not competitive opportunities have been identified. All responses must be in writing, by email, to the Contracting Officer.
