- This Request for Information is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI or in the responses provided by interested parties. Your response to this RFI will be treated only as market research information for the Government to consider. You will not be entitled to payment for direct or indirect costs that are incurred in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and requirements documentation. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The Government is seeking sources if alternative vendors are capable of providing the requirements found in the attached draft Product Description (PD). The proposed action will provide VA with renewal of existing Computrition, Inc. software licenses, associated technical and maintenance support services, and procurement of additional quantities/modules of software and services. Please review the attached PD and provide a statement of capabilities that includes a description of the capabilities/qualifications/skills your company possesses to perform this work. Response Instructions: Responses should be no longer than 15 pages (including the cover letter or table of contents). Responses are to be provided to Michael Weckesser, Contract Specialist, no later than July 29, 2019 at 12:00:00 PM ET. Included with your response, VA requires reply to each of the questions posed below: Authorized Resellers: Q1: If proposing the brand name requirement, are you an authorized reseller? Please include proof of this (Letter from Original Software Developer/formal documentation) with your response. Alternative Solutions: General Requirements: Q1: Does your proposed alternative solution offer all of the capabilities as described in the PD out of the box? Q2. Are there any proprietary restrictions (such as inability to run on specific hardware/firmware) that VA should be aware of? Q3. Does your product conform to the VA baseline standards for database encryption? Is it Security Technical Implementation Guide (STIG) compliant in accordance with regulations issued by the Defense Information Systems Agency (DISA)? If not, please include a detailed timeline and milestones necessary to make it compliant as part of your response. Q4: Does your product have the capability to view multiple screens at one time? Interface/Compatibility Requirements: Q1: Does your product provide a HL7 interface that is compatible with VistA? Q2: The VA environment is comprised of multiple segments, from open market solutions, to custom developed software application, as well employs multiple proprietary technologies, such Get Well Network (GWN) or eVideon Interactive Patient Care System. Many of these technologies are listed on the VA Technical Reference Model (TRM) and approved as patient education programs, such as the GWN or eVideon Interactive Patient Care System software. VA requires clarification if your proposed software solution is capable of interfacing and being interoperable out of the box with existing environment and technology. Is your software capable of interfacing and interoperable with any other similar patient education programs? If not, how much time would be required to accomplish this? Please include a detailed timeline as part of your response.
