- SOURCES SOUGHT NOTICE Virtual Pharmacy Services - Veteran Affairs Illiana Health Care System The Great Lakes Acquisition Center (GLAC), on behalf of the Veteran Affairs Illiana Health Care System (VAIHCS) located at 1900 E. Main St, Danville, IL 61832, is seeking services for Service Disabled Veteran Owned Small Business contractors to provide a pool of at least three (3) virtual pharmacists for Virtual Pharmacy Services. The contractor shall provide professional inpatient pharmacy services to remotely complete pending inpatient orders (including those administered by the intravenous route). These services would be needed during off tour hours, to include weekends and all observed Federal Holidays when the inpatient pharmacy is closed. The contractor must be a U.S. based company capable of providing remote pharmacy services via secure web-based system provided by the contractor. All pharmacists must have an active license recognized by the Board of Pharmacy in one of the 51 states, to include Puerto Rico, and maintain appropriate licensure/certification. The license must be in good standing and contractor shall provide both malpractice and general liability coverage. The contractor shall provide adequate licensed pharmacist to verify all orders including a professional review using problem solving skills to ensure safe and appropriate medication processing. Order verification is required within 60 minutes. Emergency orders will be processed within 30 minutes of contact. Services provided under this contract are not to be performed outside of the United States. Contracted pharmacist must evaluate each prescription for drug-drug interactions, contraindications for recorded drug allergies, appropriate doses, and accurate directions and assure the final order will be understandable to the nurses administering medication. The contractor shall provide a pharmacist, technical support personnel, medical and telecommunication equipment, supplies, and supervision necessary to perform and implement pharmacy services to meet the needs of the facility. Services are required Monday through Thursday 11:00 p.m. - 7:00 a.m. (8 hours), Friday 11:00 p.m. - 7:30 a.m. (8.5 hours), Saturday 4:00 p.m. - 7:30 a.m. (15.5 hours), and Sunday 4:00 p.m. - 7:00 a.m. (15 hours). If a federal holiday falls on a weekend, then weekend hours apply on the observed day. The period of performance is anticipated October 1, 2019 through September 30, 2020, with four one-year option periods through September 30, 2024. Upon award, each accepted provider if not already completed, shall undergo a mandatory National Agency Check with Written Inquiries (NACI) Background Investigation (BI). Concurrently with the initiation of the BI, VAIHCS will credential candidates. Contract pharmacists cannot perform any services at VAIHCS prior to being successfully credentialed and scheduled for a background investigation. The current fee associated with the NACI background investigation is $419.00 per individual. The NAICS for this requirement is 561320 - Temporary Help Services, which has a small business size standard of $27.5 million. It is the VA s intent to establish a firm, fixed-price indefinite delivery / indefinite quantity (IDIQ) contract. Contractor Qualifications: Utilize a site-to-site VPN with the Department of Veterans Affairs that has received the required approvals from the VA Enterprise Change Control Board. Provide and maintain the means for enabling and maintaining system connectivity. The contractor shall install and maintain external communication systems required for secure, VA-compliant image and data delivery to its pharmacists and shall configure, install and maintain all remote workstation software at its pharmacists reading stations. Proficient in written and spoken English, including reading and comprehension. Knowledge of VA Formulary and the VA VISTA and CPRS systems. To be considered a complete response, the following information shall be included: A list of potential candidates (at least 3 pharmacists) who are interested and available to start work by October 1, 2019. Indicate if they have prior VA experience and/or a completed NACI Background Investigation. CVs and licenses for all candidates identified. A brief description of the company background, experience in providing Pharmacy Services, socioeconomic status, past performance with Government contracts, and contractor s DUNS number. If company is a small business, indicate if able to comply with Limitations on Subcontracting at FAR 52.219-14 for these services.
