- The Contracting Department, NAVSUP FLC, Norfolk, VA, 23511-3992 intends to award a firm fixed price contract under FAR Part 12 Acquisition of Commercial Items and Far Part 13 Simplified Acquisition Procedures for the Naval Security ACtivity Mechanicsburg Command. This solicitation is to replace old failing copper technology with new fiber in order to support the PSNET network that controls the Gate Entry Control Points (ECP) and security cameras. The planned RFQ number is N319019Q0400. The North American Industry Classification System (NAICS) code for this acquisition is 335929, Other Communication and Engery Wire Manfacturing with a size standard of 1000 employees. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizzops.gov on or about Friday, July 19,2019. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered is the System for Award Management (SAM) prior to award, during the performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside of the United States. Lack if registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual conformation requirements via the Internet at https://www.sam.gov.
