This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office announces a Request for Information (RFI) related to the purchase of Certified Athletic Trainer support. Certified Athletic Trainers will serve as the authority, consultant, and practitioner for a comprehensive program of musculoskeletal injury prevention, physical performance enhancement, and acute musculoskeletal injury care and reconditioning for all students assigned to Recruit Training Command, Great Lakes (RTC). It is anticipated to have a contract with a twelve month base period of performance and two, one-year option periods. It is also anticipated to have two CLINs for each period of performance, one for four certified trainers and an Option for one additional trainer (a total of five if the Option is exercised). All of the requirements can be found in the attached Performance Work Statement (PWS). This Request for Information (RFI) is a Government effort in accordance with Part 10 of the Federal Acquisition Regulation to conduct Market Research to support potential future planning initiatives through data collection. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding partys expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable or suffer any consequential damage for any proprietary information not identified. Proprietary information or trade secrets shall be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Navy will not be obligated to pursue any particular acquisition alternative as a result of the RFI. Responses to the RFI will not be returned. Not responding to the RFI does not preclude participation in any future solicitation, if one is issued. The submission of this information is for planning purposes only and is not be construed as a commitment by the Government to procure any supplies/services, or for the Government to pay for the information received. No solicitation document exists at this time. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various interested business including but not limited to members of the Small Business Community such as Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price contract. Responses to this posting shall provide a summary of their company ™s capabilities including organization name, address, description of facilities, personnel, and past experience; and a point of contact, telephone number, facsimile number, email address, business size, DUNs number, and CAGE Code.
