Description
The Florida Army National Guard requires the listed medical supplies. The Government may make multiple awards (see FAR 13.101(b)) if determined to be in the best interest to do so. It is not required for contractors to quote all items in order to be considered for award. The contracting officer shall assume, for the purpose of making multiple awards, that $500 would be the administrative cost to the Government for issuing and administering each contract awarded under a solicitation. Individual awards shall be for the items or combinations of items that result in the lowest aggregate cost to the Government, including the assumed administrative costs. The Government intends to evaluate quotes and make award without discussions with contractors. Therefore, the contractor's initial quote/offer should contain its best terms from a cost or price standpoint. Do not assume you will have the opportunity to clarify, discuss or revise your quote. Contractors may, at the discretion of the Government, be asked to provide more information and clarification regarding their quote. Request for such information does not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Award(s) will be made on the basis of price in accordance with FAR 13.106-1. Award will be made to the responsible contractor (see FAR Part 9) whose quote represents the lowest overall price and can meet the required delivery. All items must be received no later than August 9, 2019 at Camp Shelby, MS 39407. Quotes MUST include information on last day to order in order to make this delivery schedule. The contracting officer will also consider data available in the statistical reporting module of the Supplier Performance Risk System (SPRS) regarding the supplier's past performance history for the Federal supply class (FSC) and product or service code (PSC) of the supplies being purchased (see DFARS provision 252.213.7000, Notice to Prospective Suppliers on the Use of Past Performance Information Retrieval System-Statistical Reporting in Past Performance Evaluations). The contracting officer will also consider FAR 8.704--Purchase Priorities for items quoted which are determined to be Procurement List items in the quote and are from AbilityOne participating nonprofit agencies so long as they are available to meet the delivery requirement.
