Description

The VA Central Western Massachusetts Medical Center located in Leeds, MA has a requirement for a large exterior site improvement construction project that generally consists of repairing all the slips, trips and fall hazards in the concrete walkways and stairs, repave all required areas, adding approximately 500 parking spaces to erase the patient and staff parking shortage, and removal of 8 small buildings that are environmental hazards. All work must meet VHA, OSHA, EPA, and Mass DEP standards. The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs, WOSBs, and Small Businesses that have the experience with exterior site construction for this type of work and if such firms are interested in this procurement. The magnitude of construction is between $5,000,000 to $10,000,000. The NAICS code is 237310 and the small business size standard is $36.5 Million. Interested firms should indicate their interest to the Contracting Officer no later than 2:00 PM EST on 7/31/2019 via email to Heather.Libiszewski-Gallien@va.gov and Dale.Aubin@va.gov. The following information is required in response to this notice: (1) A positive statement of your intention to submit a proposal in response to a solicitation for this project; (2) Three (3) comparable projects of similar size and scope within the past five (5) years for large exterior site construction; (3) Experience with working with local municipalities; (4) Prime shall provide proof of bonding capacity for a project of this magnitude; (5) Prime shall provide proof of insurance for a construction project of this magnitude; (6) Proof of cost control successes on prior projects; (7) Proof of successful schedule adherence and project management, to include successful phasing; (8) Firms shall provide proof of valid Joint Venture or Teaming Arrangements, if applicable; (9) SDVOSB or VOSB firms shall be verified by the Center for Veteran Enterprises (CVE), if applicable; and (10) Firms shall hold active SAM registration All information must be submitted in sufficient detail for a decision to be made on the availability of interested firms. Failure to submit all information requested in addition to the below form will result in a contractor not being considered as an interested concern. If adequate interest is not received by 2:00 PM EST on 7/31/2019, this action will be set-aside for SDVOSBs, VOSBs, WOSBs, or Small Business firms.
