Description
1. Introduction/Purpose: The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) Laboratory Technical Services Branch (ANG-E13) is responsible for providing network engineering, hardware engineering, software engineering and technical support to the Laboratory Services Group in the following areas: development, extensibility, and operations/maintenance of WJHTC Laboratory Networks (LabNet) development and operations of the NPN infrastructure development, integration, and/or maintenance/operations of laboratory and partner networks development and operation of the LabNet/NPN Network Operations Center (NOC) maintenance and operations of customer networks maintenance and operations of customer servers maintenance and operations of WJHTC infrastructure required for LabNet and NPN services The WJHTC is conducting this market survey to improve its understanding of the current marketplace and to identify capable sources who can support this requirement on a time and materials (T&M) type basis. The period of performance is anticipated to be five (5) years, a one (1) year base period and four 1-year options thereafter, from the date of contract award. Contract award is expected on or around January 2020. 2. Incumbent Contractor: These services are currently being performed under Electronic FAA Accelerated and Simplified Tasks (eFAST) Master Ordering Agreement (MOA) DTFAWA11A-00101 task order no. 0001 with C-FAR Services, Incorporated as a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. 3. Nature of Competition: The acquisition strategy for the procurement has not been finalized. The FAA anticipates the procurement to be set-aside for competition among SDVOSB concerns. SDVOSB firms must appear on the U. S. Department of Veterans Affairs website at https://www.vip.vetbiz.va.gov/. However, the final determination for the level of competition (set-aside or unrestricted) will depend on the responses to this market survey. Additionally, the responses to this announcement will be a determining factor regarding whether the use of an existing Agency wide contract in accordance with AMS 3.2.1.2.3 is appropriate. 4. Standard Language: (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittals are solely at the interested vendor ™s expense. 5. North American Industry Classification System (NAICS) Code: The projected NAICS code for this requirement is 541330 “ Engineering Services with an applicable size standard of $15 million. The FAA will determine the size of an interested company responding to this market survey by referring to the System for Award Management (SAM) for NAICS 541330 (Engineering Services). 6. Submittal Requirements for Market Survey: Interested companies are required to submit a summary of their capabilities in meeting the FAA ™s requirement as described in the attached Draft SOW. This statement should not exceed five (5) pages in length. Please include the following: (i) technical approach, (ii) corporate experience in providing same or similar work within the last 5 years, (iii) business size designation, and (iv) any additional information to assist the FAA in finalizing its acquisition strategy. 7. Delivery of Submittals: Interested companies must submit their response to this market survey electronically to annemarie.ternay@faa.gov by no later than 5 PM (EDT) on 8/20/2019. All questions regarding this market survey must be submitted via email to annemarie.ternay@faa.gov by no later than 8/6/19. 8. Other: Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team. The FAA anticipates releasing the Solicitation in the Fall of 2019.
