- The purpose of this amendment is to answer questions receivd from industry in regards to this solicitation. QUESTION 7: With regards to Section C, Statement of Work: Attachment 1, System Spec for EO4, Paragraph 3.2.1.10.5 - " EO4 periods processing procedures shall be documented. Such procedures could include, among others, sanitizing non-volatile storage, exchanging disks, and powering down the IS and its peripherals. " Because this paragraph references exchanging disks, can the EO4 controller contain a removable hard drive that operates in a classified condition and then can be removed and exchanged with another hard drive that operates in unclassified condition documented in the Periods Processing procedure? If the above answer is yes, then Paragraph 3.2.1.10.7 Diskless Node and other references to Diskless Node would become non-applicable in an EO4 controller architecture that contains a hard drive. Is this correct? ANSWER 7: No, the EO4 controller cannot contain a removable hard drive. The eCASS EO configuration already contains the ability to perform periods processing. The exchaning of disks as conveyed in the System Specification refers to the exchaning of eCASS system disks. This approach enables the Diskless Node operation as described in paragraph 3.2.1.10.7 of the SOW. Furthermore, per the EO4 SOW, "In the event of a conflict between the documents referecned herein and the contents of this SOW, the contents of this SOW shall take precedence." QUESTION 8: With regards to Section C, Statement of Work: Attachment 2, Consolidated GFP - There are no ATFLIR or H-60 MTS assets listed in the GFP list. Will ATFLIR or H-60 MTS UUT test assets be provided for Contractor compatibility testing prior to DT-B1 Phase 3 Government Testing? ANSWER 8: The F/A-18 ATFLIR and H-60 MTS assets are high demand items. Without knowing the operational requirements over the coming years, the Government cannot guarantee the availability of the assets at the contractor's site. QUESTION 9: Attachment 2, Consolidated GFP - There are no electro-optic calibration standards listed as GFE. Will the required SMAT/CAL instrumentation be provided as GFE? ANSWER 9: Without knowing any given offeror's calibration approach, or what EO calibration standards are required for any given offeror's EO4 solution, the Government cannot provide EO calibration standards. The Government will provide the SMAT/CAL OTPS and the associated eCASS calibration cart as represented on the GFP List. QUESTION 10: SOW Paragraph 3.2.5, OTPSs - Will ATFLIR and H-60 MTS lower level WRAs/SRAs require compatibility testing and will those UUT test assets be provided as GFE? ANSWER 10: See answer 8 above regarding the availability of aircraft components as GFE. The Government will test five peculiar assets for compatibility during DT-B1 Phase 3. They include: (1) the H-60 MTS WRS; (2) the F/A-18 ATFLIR EOSU WRA; (3) the F/A-18 TGA SRA; (4) the F/A-18 IRR SRA; and (5) the F/A-18 VCA SRA. QUESTION 11: SOW Paragraph 3.2.5.1, eCASS SMAT/CAL OTPS - This paragraph states that if a SMAT/CAL OTPS modification is necessary and the Government provides agreement as such, the Contractor is to submit an ECP to document the required OTPS modification. Would this ECP be a costed ECP and would the Contractor be required to make, integrate and verify the OTPS modification? ANSWER 11: Yes, it is required that the offeror generate a costed ECP for modifcation of one eCASS SMAT/CAL OTPS, if required to achieve eCASS SMAT/CAL OTPS compatibility with the offeror's EO4 solution. The offeror will incorporate the ECP into the GFP SMAT/CAL OTPS such that it may be used as a test article during EO4 DT-B1 test events. Offeror proposals should include include the non-recurring cost of generating and incorporating the ECP within CLIN 0001 of their proposal, and the recurring cost of producing the ECP kit within CLIN 0003 of their proposal. QUESTION 12: SOW Paragraph 3.2.5.1, eCASS SMAT/CAL OTPS - METPRO software was provided as GFI, but the data CDs were not. Assuming the SMAT/CAL procedures are documented as part of METPRO, can the government provide those data CDs? If not, can SMAT/CAL OTPS procedures be provided? ANSWER 12: The METPRO data files were included within the technical library, but do not seem to work properly when extracted from the original CD. Therefore, the Government will provide a seperate METPRO CD to offerors who have requested the technical library. QUESTION 13: SOW Paragraph 3.2.5.2, Aircraft Weapon System OTPSs - This paragraph states that if an aircraft weapon system OTPS modification is necessary to achieve EO4 subsystem compatibility, the Government may provide authorization to resolve the issue via use of the contract Engineering and Logistics Support CLIN. Is it anticipated that the aircraft weapon system OTPS testing would be performed prior to DT-B1 Phase 3 Government Testing or during this testing? ANSWER 13: Aircraft weapon system OTPS testing will be performed during DT-B1 Phase 3, as conveyed by SOW paragraphs 3.3.5.6 and 3.3.5.8. If the Government can obtain weapons systems assets, then they will be available for integration and test prior to DT-B1 Phase 3. However, the Government cannot guarantee availability of weapon system assets.
