Description
NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The intended Contractor is American Sleep Apnea Association located at 641 S Street NW 3rd Floor, Washington, DC 20001-5196, Phone: (888) 293 3650. This requirement shall be used to provide project oversight and consultation for patient/stakeholder engagement activities and a series of articles on patient-centered care and health information access for veteran OSA patients at the VA San Diego Healthcare System (VASDHS). The contract period shall be for one (1) base year, with the Government having the option to exercise one (1) additional one-year option period. The contractor shall provide assistance with project dissemination activities both through in-person talks at conferences and via social media outlets. While the ASAA has already established a group of sleep apnea patients who are knowledgeable with VA sleep medicine services, the ASAA will become familiar with the details of the VA HSR&D Veteran Engagement Work Group Report to be consistent with the VA's approach to engagement. One deliverable that ASAA and the research team will work on together is a series of articles on patient-centered care and health information access for veteran OSA patients. They will also help review patient education materials for the self-titration group to be sure they are appropriate. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 06/05/2019. The place of performance is at the VA San Diego Healthcare System (VASDHS) located at 3350 La Jolla Village Dr., San Diego, CA 92161-0002. The North American Industry Classification System (NAICS) for this requirement is, 813212 Voluntary Health Organizations. Product of Service Code for this requirement is, AN41 R&D Medical: Health Services (Basic Research). The Small Business Administration (SBA) size standard for this sector is $27.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
