A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: East Connecticut State University, DUNS: 621298087 FOR : $24,750 ON: 7/23/2019 NAICS: 541620 Environmental consulting services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: In order to maintain quality assurance and quality control, as well as consistency and repeatability, all analyses will be conducted in the population genetics lab at Eastern Connecticut State University. The lead geneticist is an expert in tern population genetics with a knowledge base accumulated over 20 years. This experience is critical to the evaluation of aleutian tern genetics data within the context of results obtained for other declining, threatened, and endangered tern species. The lab at Eastern Connecticut State University has already established tern-specific baseline data for the declining black and common terns, endangered roseate tern, and critically endangered Bermuda common tern. This lab is fully equipped with a library of tern-specific primers for the genetic markers relevant to this study allowing for the immediate accumulation of data for the aleutian tern.
