- 36C25019Q1052- NOTICE OF INTENT TO SOLE SOURCE-IntelliVue MX100 Page 2 of 2 The VISN 10, Network Contracting Office (NCO 10) hereby gives notice of the Government s intent to award a sole source contract to Alliant Enterprises, LLC: 333 Bridge Street NW Suite 1125, Grand Rapids, MI 49504 to provide eight (8) additional Philips Healthcare IntelliVue MX100 Patient Monitors, ancillary equipment and installation services for the Emergency Department located within the Cincinnati VA Medical Center: 3200 Vine Street, Cincinnati, OH 45220. NCO10 intends to sole source this contract action in accordance with (IAW) 41 U.S.C.1901, implemented via FAR 13.106-1(b)(1)(i) for FAR Part 13 procurements and Public Law 109-461. The non-manufacturer rule applies to this procurement, because of the dollar threshold, and no current Small Business Administration (SBA) wavier for the assigned North American Industry Classification System (NAICS) code and Federal Supply Code (FSC) exists; therefore, this procurement is ineligible for a small business set-aside. The assigned NAICS is 334510, and the FSC is 6515. The Government believes that to Alliant Enterprises, LLC is a responsible Service-Disabled Veteran Owned Small Business (SDVOSB), Vetbiz verified, contractor who is a Philips Healthcare authorized subcontractor trained in the installation, service and training of Philips Healthcare products and systems; and Public Law 109-461 is the VA s authority to sole source. Please do not request a copy of a solicitation. This notice is neither a request for competitive proposals, nor is it a solicitation of offers. Any response to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and any capability statement provided must address services listed above. Written communication received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative written response is received on or before July 12, 2019,1:00PM EST, the contract will be awarded without further notice. No telephone inquiries will be accepted. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. THIS SYNOPSIS WILL BE USED TO SATISFY THE REQUIREMENT OF FAR 5.101; AND DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
