Description
The following is a Pre-Solicitation Notice for this requirement. This is not a Request for Quote (RFQ), Request for Proposal (RFP), nor an Invitation for Bid (IFB). The U.S. Army Corps of Engineers, Kansas City District, intends to issue an IFB on or about 08 August, 2019 on the FedBizOps website at www.fbo.gov. This IFB will result in the award of a single Firm-Fixed-Price (FFP) construction contract. This requirement includes a construction project that is located within the 210 acre Parkville Bottoms project site located along the Missouri River, Rush Creek and is adjacent to Platte Landing Park in Parkville, Missouri. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $1,000,000.00 to $5,000,000.00. The NAICS code for this specialty is 237990 (Other Heavy and Civil Engineering Construction). The size standard is $36.5 million. This requirement will be a 100% set-aside for small business. When this IFB is issued, the solicitation will contain information as to when and where bids will be received and opened. A Bid bond will be required with your bid in the amount of 20% of the bidder proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the NTP can be issued. At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre- solicitation conference, the pre-solicitation announcement will be modified accordingly. The Scope of work is a heavy construction action; and the work includes but is not limited to restoring wetlands, prairie and riparian corridor via excavating, hauling and disposing of soil material. The construction of a small pump and piping system with electrical components along Rush Creek and establishment of native vegetation via wetland plugs, seeds and trees. In addition access roads, culvert installation and erosion control features are expected. This project includes all work delineated in the Specifications and Plans and any incidental work to provide a complete and usable project.
