- PRE SOLICITATION NOTICE: The National Park Service, Midwest Region, Ohio Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) for the Cedar Shake Roof Replacement for the Dayton Aviation Heritage National Historic Site in Dayton, OH. Work will consist of The removal and replacement of approximately 1500 square feet of cedar shingle roof and replace with specified cedar shakes on Building 26 to include: replacing the existing roof vent with a Cor-A-Vent venting system and installation of GAF Deck Armor underlayment consisting of approximately 1500 square feet. Some rework of the rain drainage copper valleys maybe required during the installation of the new roof. Additionally possible removal and reinstallation of guttering and downspouts maybe necessary to allow for installation. Current cedar shingle roof is installed on either roof rated OSB or plywood decking on the house. Installation of GAF Deck Armor underlayment and shakes will be used and installed as out lined per the Cedar Shake and Shingle Bureau Roofing Manual SOLICITATION NUMBER: 140P6419R0041 PROJECT MAGNITUDE: Between $25,000 and $100,000. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by mid to late August with performance to begin in early September 2019. Construction Wage Rate Requirements for Montgomery County, OH will apply. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238120, and the size standard is $15.0 million. This project is set aside 100% for Small Businesses. SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. PUBLICIZING: The official solicitation (RFP) and its attachments will be issued and available mid/late July 2019 and will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov and FedConnect, website at https://www.fedconnect.net. The contracting office will not provide hardcopies or email copies of the solicitation. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications.
