Description
Title: Nimbus Fish Hatchery Ladder and Flume Fish Way Solicitation Number: 140R2019B0003 The Bureau of Reclamation intends to issue an Invitation for Bid (IFB) for a firm fixed price construction contract for the work to be performed is described below. This procurement is set-aside for Service Disabled Veteran Owned Small Business Concerns only. The work is located approximately 15 miles east of Sacramento, California, at the Nimbus Fish Hatchery. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $36.5M. The principal components of work are as follows: a. Removal and Disposal: a. Removing and disposing asphalt pavement from existing paved areas. b. Removing and disposing existing concrete structures, portions of structures, and items. c. Removing and disposing a portion of existing 4-foot chain link fence at hatchery yard. b. Concrete: a. Furnishing and installing epoxy-grouted anchor bars in existing concrete. b. Constructing cast-in-place reinforced concrete for visitor plaza, flume, fish ladder, vault, and access road slab. c. Metals: a. Removing, modifying, relocating, and disposing existing pipe guardrails at hatchery yard. b. Furnishing and installing fabricated metalwork: Gratings and angles, aluminum covers, walkways, guardrails, guard posts, and ladders. d. Fencing: a. Furnishing and installing chain link fence. b. Furnishing and installing chain link fence covers for fishway. e. Plumbing: a. Furnishing and installing valve vault and visitor plaza sump pumps and associated piping. b. Furnishing and installing cleanout drains for fish ladder. f. Heating, Ventilating, and Air Conditioning: a. Furnishing and installing valve vault ventilation equipment. g. Electrical: a. Furnishing and installing grounding and bonding, conductors and cables, and electrical conduit for electrical equipment. b. Furnishing and installing wiring devices, transformer, transformer load center, and distribution panelboards. c. Furnishing and installing interior, exterior, and emergency luminaires. h. Earthwork: a. Clearing and grubbing work areas of vegetation and rubbish. b. Stripping topsoil from work areas. c. Excavating earth materials for construction of visitor plaza, flume, fish ladder, vault, and steel pipeline. d. Removing water from work areas and controlling water to prevent flow of water into excavations and work areas. e. Placing and compacting backfill to fill excavations. f. Furnishing and placing controlled low strength material (CLSM) for embedding steel pipe. g. Placing and compacting embankments. h. Furnishing and installing geotextile. i. Removing, stockpiling, and replacing existing rock riprap and furnishing and placing new rock riprap for slope protection. j. Furnishing and placing rock chevron weirs. k. Furnishing and placing rock lining. l. Providing temporary facilities for diversion and care of stream flows during construction work. i. Exterior Improvements: a. Furnishing, placing, and compacting gravel surfacing. b. Applying painted traffic stripes and markings to access road concrete slab. c. Furnishing and installing 4-foot chain link fence at visitor plaza and hatchery yard. d. Furnishing and placing landscape rocks. e. Placing topsoil on site areas. f. Seeding site areas. j. Utilities. a. Furnishing and installing corrugated polyethylene pipe drains with PVC drop inlets. b. Furnishing and installing prefabricated trench drain consisting of polyester concrete channel and polyethylene grates. k. Transportation: a. Furnishing and installing W-beam guardrails. l. Waterway and Marine Construction: a. Furnishing and installing embedded seats and guides, bolt-on weir guides, wooden weirs, diffuser panels, and fish barrier gate and bar rack for fish ladder. b. Furnishing and installing bolt-on weir guides, wooden weirs, wooden bulkhead, and viewing windows for flume fishway. c. Furnishing and installing screen panels and bar rack panels for existing intake screen structure. m. Furnishing and installing steel and stainless steel piping with associated butterfly valves, gate valve, and air valves. The estimated cost of this project is between $1,000,000.00 and $5,000,000.00. This procurement will require a Bid Bond and 100% Performance and Payment Bonds. Solicitation 140R2019B0003 will be posted at www.fbo.gov on or around July 18, 2019. The estimated date for receipt of bids is August 19, 2019. The solicitation and specifications must be downloaded at the above site. No paper copy of this solicitation or construction drawings will be distributed. System of Awards Management (SAM) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Information on SAM registration can be obtained via the Internet at http://www.sam.gov.
