- The purpose of this amendment/modification to Solicitation Number: 36C25719Q0625 is to address Questions submitted by potential offerors, to extend the closing date/time for quotes/proposals, to provide an updated Price Cost Schedule, and to provide an updated Projected Period of Performance. A site visit was already conducted for the services outlined within this solicitation. Is there an estimated daily number of vehicles to be valet parked at each facility? Bonham and FWOPC currently do not offer Valet Services. Dallas has an estimated 500 vehicle movement daily, will most likely increase with the increase in hours of valet service. What is the daily number of outpatient appointments? Please see attached. Can you provide a space count for lot 26 and although not designated, what is the anticipated number of spaces at Ft. Worth and Bonham? FWOPC and Bonham valet parking have not been identified yet to provide a number of spaces. Dallas currently had XX spaces in lot 26. There is several references to direct patient care, i.e.- lifting patients, performing basic life support, first aid, CPR.... These duties far exceed the scope for valet parking attendants. Is it required to staff a medical professional at each location? The qualifications of the valet drivers are outlined in the PWS and the requirements. There is a requirement for various software-based items. Will the contractor have access to the network at each facility in order to power the real-time GPS tracking and electronic communication? No, the vendor will not have access to the VA Network. The requirement to provide patients with the ability to request/communicate retrieval of valet parked vehicles will require a teaming or sub-contracting situation. How would this work if the software company being utilized to meet this requirement is other than a small business by SDVOSB standards and SBA requirements for small business? Please become familiar with the Limitations for Subcontracting and the ostensible contract rule. Will the VA consider a completely separate area for staging of patient vehicles who have called/text ahead to retrieve their vehicles to not impede the contractor s ability to meet the requirements of wait-times to be parked or retrieved? Would depend on the proposal that the potential contractor provides in order to meet the standards outlined in the PWS, and the best proposal to carry out the workload. Will this award be made under the guidelines of Lowest Price? The basis for award is outlined within the solicitation. On SF 1449, box 8 says the time on the due date is 10:00AM CST. Box 20 says it is 9:00AM CST. Can you clarify what time do the proposals need to be submitted? Please see the new submission date and time. Can you provide actual daily car counts or estimates for the 3 locations? If car counts cannot be provided, can you provide average daily outpatient numbers? Bonham and FWOPC currently do not offer Valet Services. Dallas has an estimated 500 vehicle movement daily, will most likely increase with the increase in hours of valet service. On page 24 of the solicitation, it says the parking areas for FWOPC and Bonham have not been confirmed at this time. Obviously, the distance to the parking area has a huge impact on the staffing levels necessary to meet the 10-minute delivery time. Can you confirm where the parking areas will be located, or at least how far away the will be from the drop off point, so we can approximate the number of valets needed to park the cars timely? FWOPC and Bonham valet parking have not been identified as of yet. On page 38 in the pricing section, item 0006 says Six Month Extension, but the quantity and unit says 1 YR. Can you clarify this item? Please see the revised Pricing Cost Section. For Dallas, what has been the average range of daily vehicle count by day-of-the-week for the last twelve (12) months? Will the VA provide the operator with storage areas for operating supplies (Uniforms, Traffic cones, Go-Jacks, etc.)? If so, provide the size detail and location. Would the VA provide a shed with electric power for lighting, radios, computer, A/C, etc.? If not see question #1. No Can the operator provide a shed/office for the onsite manager office and storage? Dallas - What are the current problems and issues with the valet parking? Why would I need to answer this? Is there a waiting area and or bench near the Valet staging area for the Veterans to sit? Is the valet lot dedicated only for valeted cars or is it shared? Where in the lot are we to park the Valeted vehicles? Dallas is shared lot currently for lot 24, Bonham and FWOPC have yet to be identified. If the valet lot is shared, whom is it shared with and how is it segregated? Shared with Volunteers at Dallas, is not segregated. If the valet lot is segregated how is it segregated i.e. removable cones, cement barriers, etc and who is responsible for the items to segregate the lot? How many lanes are in the valet staging area and how many vehicles can each lane hold? 2 lanes currently in Dallas, not including lot 26. Would depend on how contractor carries out their workload. FWOPC/Bonham does not have this service at this time. Is the valet staging area shared with any other users? If so, who and how many lanes may the Valet use? Would depend on the proposed area for valet that the contractor should identify in their proposal or how many areas for valet service they suggest at each location. Dallas - What was the value of the last Option Period and what was the term? This is a new requirement. Dallas - What is the daily valet count. Please see attached. FWOPC and Bonham How many parking spaces will be set-a-side of valet use? Here in the parking lot will valet use? Would depend on the proposed area for valet that the contractor should identify in their proposal or how many areas for valet service they suggest at each location, what parking lots would be used. By how much does the patient appointments fluctuate from Summer to Winter? The follow questions are for SOW section titled PATIENT ASSISTANCE Valet parking attendants are required to aid in lifting or helping patients in and out of their vehicles. Is lifting defined as offering a hand or arm to stabilize a patient? If you are required to lift the patient, is VA providing the lifting devise and training? Valet staff do assist patients getting in and out of vehicles. VA will not provide lifting devises, staff should be trained on how to do this according to the PWS. The follow questions are for SOW section titled Valet Driver, starting on page 22. Basic 1st Aid please identify basic first aid. Does American Heart Basic online CPR meet the standards? The contractor will be responsible for ensuring that all staff receives the training outlined within the solicitation and Performance Work Statement and ensure that the training meets all state, federal, local, city, and county requirements. Please define Safe Driver Training ? Can the Site Manager conduct this training for new employees and annual recertification? The contractor will be responsible for ensuring that all staff receives the training outlined within the solicitation and Performance Work Statement and ensure that the training meets all state, federal, local, city, and county requirements. Drug Testing after Accident. Please define accident. Dallas parking lot 24 has wheel stops while can damage a low ground clearance vehicle if backed into. A traffic collision, also called a motor vehicle collision among other terms, occurs when a vehicle collides with another vehicle, pedestrian, animal, road debris, or other stationary obstruction, such as a tree, pole or building. Traffic collisions often result in injury, death, and property damage Provide GPS software for Valet Service. The service Flash Parking cost $300 per site. Is it the intent that this system will be used at FWOPC and Bonham? What GPS system is currently be used at Dallas? Where is the TC+V monitor located? Will FWOPC and Bonham have to have the same system, and do we have to provide install a monitor, electric, etc. Yes, GPS software is required at all 3 locations. Currently Dallas does not have a GPS software. TV monitor will be provided by the VA for the patients to see the status of their vehicles. Location will depend on the areas identified for valet service. The follow questions are for SOW section titled DESIGNATED VALET PARKING LOTS Dallas Lot 24. States that lot 24 is shared Voluntary Service. Is the area the Voluntary Service park sperate from valeted vehicles? If not, how many voluntaries park in lot 24 per day? Volunteers average around 30 per day in lot 24 Do you have an expected daily vehicle count? We need an estimate in cars in order to estimate the amount of personnel we will need to staff the site. What location are you asking for? Bonham and FWOPC currently do not offer Valet Services.
