Description
Notice of Intent to Sole Source - 140R3019Q0090 - Maintenance of Rubicon Water Control Gates This solicitation is being advertised as a noncompetitive sole source solicitation. Currently there is only one responsible source and no other supplies or services will satisfy agency requirements. The Bureau of Reclamation, Lower Colorado River Multi-Species Conservation Program (LCR MSCP) has a requirement for a contractor to provide maintenance for an existing SlipMeter and three (3) FlumeGates (all manufactured by Rubicon) in the Laguna Division Conservation Area. Service may include but is not limited to: replacing components (loom, PCB encoder meter outlet, sensors, batteries, etc.), and the cost of labor associated with completing the maintenance. Maintenance may or may not include and is not limited to: check and verify gate operation, re-reference gate, clean inside/outside of pedestal, ropes and channels, rope drum assemblies, swage assemblies, check solar panels and power input/output, confirm gate movement, upstream and downstream water levels, and check analog level sensors. Routine maintenance includes visual inspection of the gate, system, and components; cleaning and functional performance testing; and calibration of the sensors. The NAICS for this action is 221310, Water Supply and Irrigation Systems, which has a small business size standard of $27.5 million. Award is anticipated in August 2019. The resulting contract will be a Firm-Fixed Price and will consist of one (1) base year plus four (4) optional years. All responsible sources may submit a quotation, capability statement, proposal, explanation and evidence as to how your company will maintain and service all Rubicon equipment that is otherwise proprietary by Friday, July 19, 2019, will be considered by the agency. All questions must be submitted via e-mail by Friday, July 12, 2019. The contract award information will be posted on the Federal Business Opportunities (FBO) website at http://www.fedbizopps.gov. The justification for Other Than Full and Open competition will be made available for public inspection as required by FAR 6.305.
