Description
STATEMENT OF WORK General Intention: The awarded Contractor shall perform sanding, scrapping, caulking, and priming of surfaces for Project 570-19-3-751-0870, in various rooms, located at the Fresno Veterans Affairs Medical Center as required by this Statement of Work (SOW). Visits to the site by bidders may be made only by appointment with the Contracting Officer s Representative (COR), Roy K. Fessenden, at the Maintenance and Repair Section, Engineering Service, Fresno (559) 225-6100 Ext 5527. This project is to take no longer than 75 working days from Notice to Proceed. SCOPE OF WORK: The awarded contractor shall Provide all labor, tools, equipment and supervision necessary to perform the requirements of Project #570-19-3-751-0870. The Contractor will provide all labor, equipment and tools, specialty services, and supervision to complete all work according to this SOW. Area Description: The above project is situated in various Rooms in Building 1, 6th Floor corridors, Operators Area in the basement, and Quality Management Suite on the 6th floor. 1. Contractor shall coordinate this project closely with COR and users to ensure that normal operations and patient care within buildings will not be interrupted. To achieve this goal, the contractor must plan and execute all construction work with minimal down time as stated in this SOW. The Contractor shall, unless otherwise specified, furnish all labor, equipment, tools, and all other associated appurtenances necessary to do the work required under the contract to include but not limited to items listed below. The contractor shall perform all field investigation required to adequately identify all site conditions. Actual work will be completed during normal business hours (7am 3:30pm), Monday through Friday. Specific coordination with COR required for access and construction. Item #1 - 6th Floor Wallpaper Removal and Painting (Corridors) Awarded Contractor, to furnish all labor and tools/equipment necessary to paint these premises in a good, workmanlike and substantial manner according to the following terms, specifications and provisions. Prepping of wall surfaces may include sanding, scraping, caulking, and priming of surfaces. Paint application will be noted depending on the specifications of the project. Areas will be protected with masking paper, plastic and drop cloths as required preventing damage from over spray or paint splatters. - Remove wallpaper. - Prepare walls. - Apply Mud texture (Joint Compound supplied by the VA) - Wet sand all mud texture areas. Any areas that must be dry sanded, the contractor will contain the area to include a hepa filter and tack mat. - Prime walls. (Primer supplied by the VA) - Apply 100% acrylic water-based paint finish to hallway walls (Paint supplied by the VA) - Apply 100% acrylic water-based semi-gloss paint finish to exit door and door casings. (Paint supplied by the VA) VA personnel to remove any handrails and art work from walls. Awarded Contractor will ensure the work area is cleaned throughout the day to prevent debris/dust from being tracked in the hallways. Contractor will clean, and completely remove all tools, paint, etc. from the area at close of business each day. Item #2 - Phone Operators Room, Basement BLDG #1 Awarded Contractor, to furnish all labor and tools/equipment necessary to paint these premises in a good, workmanlike and substantial manner according to the following terms, specifications and provisions. Prepping of wall surfaces may include sanding, scraping, caulking, and priming of surfaces. Paint application will be noted depending on the specifications of the project. Areas will be protected with masking paper, plastic and drop cloths as required preventing damage from over spray or paint splatters. The following work will include the Operators room, Supervisors room, Cafeteria room; - Remove wallpaper. - Prepare walls. - Apply Mud texture (Joint Compound supplied by the VA) - Wet sand all mud texture areas. Any areas that must be dry sanded, the contractor will contain the area to include a hepa filter and tack mat. - Prime walls. (Primer supplied by the VA) - Apply 100% acrylic water-based paint finish to walls (Paint supplied by the VA) The following work will include the Bathroom; - Float ceiling, mud, primer, and paint the ceiling only. (Primer/Paint supplied by the VA) The following work will include four (4) metal door frames and one (1) door - Apply 100% acrylic water-based semi-gloss paint finish to exit door (interior only) and door frames. (Paint supplied by the VA) VA personnel to remove any art work/signs from walls. Awarded Contractor will ensure the work area is cleaned throughout the day to prevent debris/dust from being tracked in the hallways. Contractor will clean, and completely remove all tools, paint, etc. from the area at close of business each day. Item #3 - Quality Management Suite 6th Floor, BLDG #1 Awarded Contractor, to furnish all labor and tools/equipment necessary to paint these premises in a good, workmanlike and substantial manner according to the following terms, specifications and provisions. Prepping of wall surfaces may include sanding, scraping, caulking, and priming of surfaces. Paint application will be noted depending on the specifications of the project. Areas will be protected with masking paper, plastic and drop cloths as required preventing damage from over spray or paint splatters. Awarded Contractor will do all minor repairs (small holes, scratches, gouges, etc.) to walls and ceilings prior to the application of paint. The following work will include eight (8) rooms; -Apply 100% acrylic water-based paint in the chosen sheen. (Paint supplied by the VA) The following work will include hallway; -Apply 100% acrylic water-based paint in the chosen sheen. (Paint supplied by the VA) The following work will include the Bathroom; - Apply 100% acrylic water-based paint to the ceilings. (Paint supplied by the VA) The following work will include twelve (12) metal door frames. - Apply 100% acrylic water-based semi-gloss paint finish to both sides of the door frames. (Paint supplied by the VA) VA personnel to remove any art work/signs from walls. Awarded Contract will ensure the work area is cleaned throughout the day to prevent debris/dust from being tracked in the hallways. Contractor will clean, and completely remove all tools, paint, etc. from the area at close of business each day. Construction Phasing: The following construction phasing related issues shall affect the work. Interface with others: Government use of these facilities is anticipated while the work under this contract is being performed. The work shall be planned, scheduled and accomplished so that there will be a minimum of interference and inconvenience to occupants in the building and vicinity. Any blockage of building exits, or driveways must be coordinated in advance. All construction activity shall be strictly controlled for dust mitigation in accordance with ICRA requirements (provided by VA personal). Contractor can anticipate specific WHEN days to complete this project due to user requirements. At no time will work be scheduled to be completed during normal business hours without express written agreement and coordination. Concurrent work in various locations with multiple work crews may be anticipated for completion of this project pending schedule approval and abilities of the Contractor to stay on schedule. Construction Restrictions: Prior to any construction, the Contractor shall meet with Government representatives and the User POC to discuss construction schedules. A minimum of three weeks notice shall be provided prior to the start of construction.
