Description

1. Identification of the agency and the contracting activity, and specific identification of the document as a "Limited Source Justification." This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code G3). 2. Nature and/or description of the action being approved. This action will award a firm fixed price contract to AEI Technologies, 300 William Pitt Way, Pittsburgh, PA 15238 3. A description of the supplies or services required to meet the agency's needs (including the estimated value). This contract action is to provide an oxygen analyzer, a carbon dioxide analyzer and dryer components to the Hydrospace Laboratory. These analyzers are used to determine oxygen and carbon dioxide content in a divers breathing gas while simulating diving conditions. The estimated value of this effort is approximately 4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy our requirements FAR 6.302-1. This procurement is sole source for the following reasons. We currently use these exact analyzers and flow controllers for our testing. In order to maintain continuity of our test data we need an exact replacement. Data from these analyzers is directly read into our data aquistion system. Our existing analyzers are in the range of 15 to 20 years old. Repair of these is not feasible as some internal components have changed and are no longer supported. Switching to different equipment would incur additional expense in training on the use of the new analyzers and flow controllers and development of new software to read the data output. In summary, award to another source will be time consuming and will also incur additional cost. A different type of system will require additional time to install, train on usage and program, this will offset any cost savings from competition. There is no known substitute to accomplish this task in a timely manner and within budgetary constraints. 5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs. 6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 4 above, for any company other than AEI Technologies to provide the equipment. 7. Any other facts supporting the justification. None 8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. As stated in paragraph 4 above, AEI Technologies is the only company that can provide the required equipment.
