- Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central Independence, OH 44131 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE American Organization of Nursing Leadership (AONL) Nurse Manager Institute (NMI) 36C77619Q0148 The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Nursing Services (ONS) requires the American Organization for Nursing Leadership (AONL) Nurse Manager Institute (NMI) and Governance training program on the development and implementation of managing services pertaining to leadership concepts for the emerging nurse manager staff within the Department of Veterans Affairs. The Program Contracting Activity Central (PCAC) intends to issue a sole source solicitation to American Organization for Nursing Leadership (AONL) for Nurse Manager Institute (NMI), 155 N. Wacker Drive, Suite 400, Chicago, IL 60606 requesting one (1) three-day Nurse Manager Institute training. The scope of work is defined as the following: The contractor shall provide face-to-face contractor curated curriculum training session for VHA nurse managers. The overall objective is to provide education through an interactive leadership development program that combines lecture, discussions, experiential learning, case study, simulations, and self-assessments with an overview of the following: managing the business, managing people, and leadership concepts. The content of the training includes an extensive set of peer-to-peer presentations that concentrate on necessary designs, methods, and professional requirements for improving knowledge application and overall employee engagement. The training shall provide VHA nurses the education to help them transition from a VHA Staff Nurses to a VHA Nurse Manager. This approach focuses on key skills, knowledge and abilities of the nurse manager. Content will be provided using a blended format that includes in-person sessions and online learning. The course will be customized to incorporate existing standardized VA modules and AONE proprietary content. Participants are enrolled in a learning management system through AONE platform or the VA platform. High level course objectives include: Identify and assess the individual skills needed at the manager level of nursing leadership, practice new skills with peers and faculty, recognize the characteristics of successful leaders, and demonstrate behavioral attributes of successful leaders. Access to the electronic resources presented at the training for VA attendees Access to the online competency assessment tools including 180-degree assessment reports for VA attendees AONE is to provide a pre and post report to the Office of Nursing Services of the aggregate competency data from the training Note: All deliverable of this requirement is for a training and course curriculum that is developed and provided by AONE to be delivered to VHA staff. The requirement is not a request for a contractor to provide VHA with VHA developed curriculum. This procurement is being conducted in accordance with FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 611430 and the Small Business Administration Size Standard is $ 11.0 million. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
