- Department of Energy Southwestern Power Administration Substation Protective Relay Switchboard & RTU Replacements Pre-Solicitation Notice June 25, 2019 The U.S. Department of Energy, Southwestern Power Administration (Southwestern) intends to issue a construction Invitation for Bid (IFB) for the removal, supply and installation of switchboards and associated equipment at several site locations. The Contractor shall provide all personnel, facilities, materials, and equipment required to complete the project, unless otherwise notified in the specification. This acquisition is a 100% small business set aside. The applicable North American Industry Classification System (NAICS) code for this acquisition is 238210 and the small business size standard is $15 million. In accordance with Federal Acquisition Regulation (FAR) 36.204, the magnitude of this project is currently estimated to be between $1,000,000 and $5,000,000. The estimated project completion date is approximately May 2021. Contractor registration in the Government ™s System for Award Management (SAM) is mandatory in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. The anticipated release date of the solicitation package is on or about July 15, 2019, with bids being due on or about August 15, 2019. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. All responsible sources may submit a bid and will be considered by Southwestern.
