Description
1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. a. Project Title: Cryopreservation b. Description: VA San Diego Healthcare System is seeking a contractor to freeze and maintain sperm of strains of genetically mutated mice that are not readily obtainable from vendors and are not currently actively being used for experiments. c. Project Location: VA San Diego Healthcare System, 3350 La Jolla Village Drive, San Diego, CA 92161 d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26219Q0812. e. Set Aside: This solicitation is not set aside. f. Applicable NAICS code: 541715 g. Small Business Size Standard: 1000 Employees h. Type of Contract: Firm Fixed Price i. Period of Performance: Base year and four (4) one-year options, beginning 7/1/2019 6/30/2020 2. Statement of Work 2.1. Contract Title. Sperm Cryopreservation Service VMU 2.1a. Background. VA San Diego Healthcare System require a contract for cryopreservation of mouse sperm. 2.2. Scope. The purpose of this contract is two-fold. 2.2.1. Freeze sperm of strains of genetically mutated mice that are not readily obtainable from vendors and are not currently actively being used for experiments so fewer mice are born into colonies and numbers of animals used for research overall can be reduced. These lines can then be brought back from frozen sperm later for use in experimentation. 2.2.2. Store preserved sperm strains in multiple locations. In cases of natural disasters, having frozen sperm available at a different site allows researchers to be able to recover a strain of genetically mutated mice and not lose that research strain. These are strains that are not readily available from a vendor and are often available at no other facility. These are genetically mutated to mimic a human disease. 2.3. Specific Tasks. 2.3.1 The contractor shall provide Sperm Cryopreservation Service for 25 strains. The contractor will collect sperm from up to two fertile males. Sperm will be pooled, placed in straws, frozen and stored in liquid nitrogen. 2.3.2. Sperm will be checked at least semi-annually (including motility) during collection and cryopreservation processes to ensure overall quality. In addition, a standard quality control (QC) process will be conducted to determine fertilization rates of cryopreserved sperm by recovering frozen sperm from each strain and by attempting to generate 2-cell embryos through the In Vitro fertilization process using C57BL/6J oocytes. This QC fertilization rate data will be provided to the COR for each strain cryopreserved. 2.3.3. Metal ear tags will be used for individually identifying mice for the project. 2.3.4.Any embryos created from cryopreserved sperm will be heterozygotes of the genotype of the males if homozygous male mice are supplied or heterozygous and wild-type if heterozygous mice are provided. 2.3.5. Once the sperm cryopreservation process has been completed, the straws of sperm will be maintained in liquid nitrogen storage in at least two separate tanks in geographically separate locations. 2.3.6. Mice provided for performance of service work shall remain the government s exclusive property and all information provided by the government relating to them shall be treated as confidential and proprietary. 2.3.7. Contractor shall provide an annual report, during each year of storage indicating the inventoried number of straws of sperm for each strain cryopreserved. 2.3.8. The contractor shall collect, label and preserve a section of tail tissue of each mouse used for cryopreservation for our own quality assurance purposes. 2.4. Performance Monitoring. Contractor shall provide sperm check and quality control reports to the COR. 2.5. No sensitive and/or proprietary information is used with this equipment. 2.6. Period of Performance. July 1, 2019 June 30, 2020 w/ 4 option years 2.7. Delivery Schedule. Shipments of animals or samples will occur for this service. Government will arrange shipping outside of this contract. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, dated 5/6/2019.
