- Notice of Intent to Sole Source The VA Pittsburgh Healthcare System, University Drive Campus, University Drive Pittsburgh, Pennsylvania has a requirement for brand name ActiChamp Active Electrode System. ActiChamp is required by the medical center for research applications. VA has only located one vendor capable of providing ActiChamp and intends to issue a sole source contract to that vendor. This notice is being posted so that any unknown vendors who are capable of providing this item may come forward and express their interest and capability in providing ActiChamp to VA. If your company/organization is capable of providing the required item, provide your entities capability statement to Amanda L. Purpose The requested equipment amplifies, digitizes, and records electrical signals related to neural processes and eye movements/blinks that can be detected at the surface of the scalp and face. We will utilize these data for two primary purposes: (1) electrical signals related to specific brain processes will be examined as predictors of treatment response in a sample of Veterans with cocaine use disorder receiving two versions of an evidence-based intervention for cocaine users (Contingency Management) or standard outpatient care and (2) change in electrical signals related to specific brain processes from pre- to post-treatment will be examined to elucidate neuroadaptive mechanisms underlying treatment response. In order to target specific brain processes of interest in the current study, we will need to record EEG during participant engagement with cognitive-behavioral tasks developed within our lab using VA-approved paradigm design software (E-Prime). In addition, direct communication between E-Prime and the EEG system will be necessary to log task events in the EEG dataset in order to complete proposed analyses. Requirements The system should provide the following: Active Electrodes (amplification of electrical signals at electrode sites) Robust, Water-Tight Construction (active electrodes can withstand required sterilization procedures) Ability to Replace Individual Electrodes Direct Communication with E-Prime (Accurate Event Timing Information is Transmitted to EEG system) Accurately and Reliably Logs Response Time Events Includes at Least 32 EEG Channels + Bipolar Channels for EOG Includes EEG Caps of Different Sizes Quick and Efficient Pre-Acquisition Set-Up Achieves Excellent Signal Quality Without Requiring Scalp Abrasion Training will be conducted by contractor. Security Language ISSO/PO Comments: The COR is responsible for ensuring that all Contractors comply with physical security policies. A compliant ID badge must always be worn by Contractors while on VA premises. Contractor may not have access to the VA network or any VA sensitive information under this contract. All Contractors must receive Privacy training annually using one of the following methods: Complete VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use to VA Sensitive Information training by using VA s TMS system (https://www.tms.va.gov/SecureAuth35/). Contractors may use the TMS Managed Self Enrollment method to complete the training in TMS. The COR must ensure that all contractors are validated in the PIH domain. Complete the hard copy version of VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or Use to VA Sensitive Information. Signed training documents must be submitted to the COR. Training must be completed prior to the performance of the contract and annually thereafter. Proof of training completion must be verified and tracked by the COR.
