- THIS IS A SOURCES SOUGHT NOTICE ONLY AND INCLUDES INFORMATION REGARDING TIERED EVALUATIONS. This is not a request for proposal. This market research is being conducted to determine the availability and adequacy of potential Service Disabled Veteran Owned Small Businesses (SDVOSBs), Veteran Owned Small Businesses (VOSBs), and the possibility of Small Business interests prior to determining the method of procurement for the Construction Multiple Award Task Order Contract (MATOC) for the VISN 2 Network Contracting Office servicing the Upstate New York State regions, including the Albany Stratton VAMC, Bath VAMC, Buffalo/Batavia VAMCs, Canandaigua VAMC and Syracuse VAMC. For the future solicitation, VISN 2 Upstate may utilize evaluation procedures for Cascading, Tiered Evaluations to Small Business firms, depending on the amount of interested responses received from SDVOSB and VOSB firms for this Sources Sought Notice. This will be a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for a Two Year Base plus 3 Option Years Contract, for a potential of 5 total years. Up to Twenty (20) IDIQ contracts could be awarded to compete for each new task order requirement. Typical task orders will consist of providing all, labor, tools, equipment, materials, and supervision needed to provide construction services including renovations/alterations and new construction of hospital space. Significant sub-contracting opportunities can be expected to include a variety of trades including roofing, electrical, plumbing, mechanical, carpentry, roadwork, paving, painting, masonry, fencing, demolition, abatement, and excavation. The NAICS for this acquisition is 236220, with a size standard of $36.5M. There will be 3 categories of contractors, ranging from Category I for task order awards ranging from $0-$2 Million, a Category II for task order awards ranging from $2.01-$5 Million, and a Category III for task order awards ranging from $5.01-$10 Million. The maximum task order amount issued under this MATOC will be $10 Million. If this is a service your construction company can provide and are interested in, please respond to this Sources Sought by Wednesday, July 17, 2019 at 2:00 PM (Eastern). All responding contractors must specify which category they will be interested in and include specific VA Medical Center locations that your firm will be willing to perform Task Order work. Late responses will not be accepted. Responses should include the following: (1) Company Name and Address; (2) Point of Contact -Name and Telephone #; (3) DUNS #; (4) Veteran Owned, Service Disabled Veteran-Owned Small Business VIP verification (no large businesses); (5) Verify company's ability to provide bonding up to maximum task order amount; and (6) Capability Statement (one-page maximum) that describes construction project experience and list major successful projects completed with the last 3 years. Sources Sought is issued for market research purposes in accordance with FAR Part 10 and FAR Subpart 5.2 for Tiered Evaluations. No solicitation is being issued at this time. The Government will not pay for any information submitted in response to this Sources Sought Synopsis. The actual solicitation for the VISN 2 Upstate Construction MATOC IDIQ is targeted to be issued in Fiscal Year (FY) 20.
