Description
The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Fayetteville, NC 28301, intends to negotiate a sole source Firm-Fixed Price contract for DatStat Illume Software for the Durham VAMC with DatStat Inc. in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of July 1, 2019 to DatStat, Inc., 2502 2nd Avenue Ste 300, Seattle, WA, 98121; Cage Code 4WSF8. This is a Brand-Name Only requirement to satisfy the minimum requirements of the Durham VAMC Research & Development Department. The Research Department at Durham VA Medical Center, requires renewal of the software maintenance, support, and licensing for the Illume product from DatStat, Inc. The application facilitates the creation, management, and deployment of research surveys, and the management and analysis of collected research data. The DatStat Illume software provides an online survey research management system that is necessary for HSR&D Center of Innovation research requirements. Failure to extend the license will result in loss of use, disrupting many ongoing research projects, and markedly decreasing efficiency of development and deployment of surveys critical to research. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within five (5) calendar days of this publication by contacting James Brown via e-mail at James.Brown14ec82@va.gov Telephone inquiries will not be accepted. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services. This announcement closes June 24, 2019 NLT 10:00 AM EDT.
