Description
This is an amendment to a previously synopsized Request for Proposals for the National Park Service, Lewis & Clark National Historical Park, for a contractor to replace the water mains and appurtenances at the Fort Clatsop Visitor Center, as well as cap and abandon existing pipes. This final Amendment no. 0004 is necessary to (1) Extend the response date one last time, (2) Add Attachment no. 16 for the SF-30 amendment form, (3) Provide the final round of Q&A as Attachment no. 17, (4) Provide an update to the period of performance, (5) Notification that government has obtained funds for this project (this solicitation is no longer unfunded). (1) The response date is changed from Wednesday, June 19, 2019 to Tuesday, June 25, 2019. This is final - response date will not be extended again. (2) Standard Form 30, Amendment 004, is incorporated into this solicitation as Attachment no. 16. (3) Final round of Questions/Answers (Q&A) is incorporated into this solicitation as Attachment no. 17. There will be no more Q&A posted after this. (4) UPDATE - PERIOD OF PERFORMANCE: This solicitation has been posted much longer in FedBizOpps than the NPS originally anticipated. The NPS had initially assumed that a contractor would be able to start construction on-site by early August 2019 based on awarding the contract mid to late June 2019. NPS anticipates making the award decision the first or second week of July 2019. Therefore, the NPS accepts that the awarded contractor may need additional time to plan start of work upon receiving the Notice of Award. The period of performance will still be 60 calendar days from issuance of the Notice to Proceed. This potentially means that instead of contractor being able to start early August and finishing in September 2019, the government accepts that contractor may not be able to start until late August/early to mid-September 2019 and finish in mid-November 2019. If contractor needs to start work in September vs. August, then NPS prefers contractor start right after Labor Day holiday weekend (starting on/about September 3, 2019). Government anticipates that contractor can complete all construction activities in 3 to 4 weeks within the 60 day performance period. (5) This solicitation was previously synopsized as an unfunded requirement with a high expectation that funds would be available. At this time, Offerors are advised this is no longer an un-funded solicitation. The government has obtained funds for this project, and upon evaluation and award decision, the government will be able to award the contract without having to wait for funds. Offerors were asked to guarantee their pricing for 90 days. This is no longer necessary. Standard 60 days is all that is required. REMINDER: Proposals are due by 4:30pm (PST) on June 25, 2019, submitted electronically by email to Phaedra_Fuller@nps.gov. Refer to Section L and M of Attachment no. 8, Revised Terms-Clauses, for full details of what to include in proposal. The Government reserves the right to cancel this solicitation.
