This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received because of this announcement. ** This is a Sources Sought notice to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement or validate the applicability of 41 USC 3304(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. The NAICS code is 333314 with a size standard of 500 employees. BASIC REQUIREMENT: The Department of Veterans Affairs (VA) Memphis, Tennessee (TN) Medical Center [FACILITY] at: 1030 Jefferson Avenue, Memphis, TN 38104 is seeking qualified business contractors, preferably SDVOSB/VOSBs, to buy three (3) replacement ophthalmic perimeter/visual field analyzer equipment with trade-in consideration. BACKGROUND: Current [Qty: 2] Carl-Zeiss [Zeiss] HFA IIi model 750i monitors are several years old and nearing the end of their life cycle and in need of replacement. Facility s eye care service demands have increased, and technology in eye examining equipment has improved requiring the purchase of three units to replace the two currently in-use. MARKET RESEARCH: The Facility identified a replacement unit that is both FDA-registered and found substantially-equivalent to the HFA IIi model 750i system with additional features that will meet workload demands and support a more efficient and reliable process to patient care, treatment, and diagnosis of glaucoma. That unit is the HFA3, Model 860 https://www.zeiss.com/content/dam/Meditec/us/download/Glaucoma%20Landing%20Page/hfa6613-revc-hfa3-brochure-usa-final.pdf INSTALLATION CONSIDERATIONS: On-line or via telephone support is sought. Items will be drop-shipped to Facility s logistic warehouse. DIGITAL CONSIDERATIONS: Should transfer of data from the device be required, software must be compatible with Windows 10 OS, and hardware must be compatible with existing PC and IT architecture. OTHER CONSIDERATIONS: Equipment or products must be new, not refurbished or grey market. No actual design or construction work will be performed. Options are not considered. Equipment must each come with an operator manual and service manual. LEX VAMC is in the process of determining the availability and capabilities of potential small businesses meeting the previously-described requirement who are manufacturers or authorized distributors/resellers of the brand name given or equal device before possibly issuing a solicitation for a firm-fixed price contract that represents the best value for the government. If no responses are received from potentially responsible sources, Memphis VAMC and its supporting contracting office NCO-9 - under FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis or sole source basis. RESPONSE CONSIDERATIONS: All information submitted is subject to verification. Additional information may be requested to substantiate responses. Or, (2) do you just forward the order to the manufacturer and they direct-ship to the end-user? Identify whether this requirement can be completed entirely under a GSA FSS delivery/task order, NASA-SEWP, other contract vehicle, or Open Market. Provide current and active FSS or NASA-SEWP, or other contract number. Each response shall be reviewed by the Contracting Officer/Specialist for determining whether there exists reasonable expectation of obtaining enough offers from responsible small businesses that are competitive in terms of product offering, market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
