- This is a COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with the additional information included in this notice. A Request for Quotation is attached to this synopsis/solicitation. This announcement constitutes the only solicitation; a written solicitation will not be issued. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ (Request for Quote) number is N0018919R0056. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-02TA and DFARS Publication Notice 20190215. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. As stated in J and A #19-032, the proposed contract action is for commercial supplies for which NAVSUP Fleet Logistics Center Norfolk Contracting Department intends to solicit and negotiate on a sole source basis with North Star Imaging, Inc. under the authority of FAR 13.501(a). The NAICS code is 334517 and the Small Business size standard is 1,000 employees. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Small Business Office concurs with the set-aside determination. The Office of Naval Intelligence, Farragut Technical Analysis Center, FME Lab (TAC-342), requires an extensive upgrade to their x500 CT System #929. Along with providing hardware and software upgrades, the contractor must install at the government facility, provide onsite training in the usage of the new equipment, and provide a one-year warranty on the system. Software The following reconstruction modules are required as an upgrade to the existing software package: o Vortex “ ability to scan elongated objects into a single exposure, increasing magnification and resolution; also eliminates cone beam artifacts. o Mosaix “ ability to expand the imaging field to form a seamless image not limited by detector size. o Subpix “ ability to generate images with improved resolution typically double of detector alone. The software package must include geometry definition, reconstruction, and surface extraction. Hardware The CT upgrade must include hardware upgrades to existing cabinet and manipulator to ensure the reconstruction modules function properly. The CT upgrade must include a high-end reconstruction workstation with a GPU accelerated CT reconstruction module. The CT upgrade must include a new 200 micron flat-panel Perkin Elmer detector to be incorporated into the existing system. Compatibility The CT upgrades must be compatible with existing NorthStar Imaging efX-CT software. The CT upgrades must be incorporated into existing NorthStar Imaging x500 cabinet system, a dual tube system with flat-panel detector. Installation The CT upgrades must be delivered to physical location in Suitland, MD. The CT upgrades must be fully installed into existing NorthStar Imaging x500 cabinet system. Required Delivery Date is 30 September 2019. Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. Questions must be submittied in writing by email NO LATER THAN 12:00 PM 18 JUNE 2019. All questions will be answered in writing and posted with the solicitation. The following FAR provisions and clauses are applicable to this procurement: See Attachment. The quote shall include price(s), a point of contact, name and phone number, business size, and payment terms. Quotes shall be submitted to Robert Keating via email at Robert.g.keating@navy.mil not later than 12:00 PM on 20 June 2019. The response must clearly indicate the capability of the quoter to provide the exact items specified. Vendors responding to this solicitation are advised that, prior to award, the government may request vendors to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts. Failure to submit the requested information may result in disqualification of the submitted quote.
