Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is requesting information pertaining to the acquisition of various engineering and logistics services in support of the Fatigue Life Management Program (FLMP) for P-3. The Government anticipates awarding a sole source contract to Lockheed Martin Aeronautics Company, 86 South Cobb Drive, Marietta, GA 30063 for these P-3 type/model/series (T/M/S) FLMP engineering/logistics sustainment efforts. The FLMP requires the acquisition of engineering and logistics services in response to obsolescence issues and operational and/or technical problems arising from P-3 T/M/S fleet usage for the United States Navy, U.S. Customs and other Government agencies, Cooperative Partners and Foreign Military Sales (FMS) customers. The required effort to be performed under this contract includes design engineering investigations; reliability, maintainability and human factors analysis; engineering change proposal feasibility studies; support for failure, incident, and accident investigations; airframe/component fatigue life engineering analysis; assessment and tracking support based on the data and technology acquired during the P-3 Service Life Assessment Program; and Integrated Logistics Support. Tasks may also include procurement, development, prototyping, and testing in support of the above activities; supply of tools, materials, and equipment required to accomplish the foregoing work; supply of plans, data, reports, testing, inspection, program/engineering/in‑process reviews, analyses, and other efforts attendant to the preceding tasks. This Request for Information notice is to solicit comments, questions and feedback from industry to meet the general requirements described above. The anticipated PSC code is AC12 - Research & Development - Defense System: Aircraft (Applied Research/Exploratory Development) and the anticipated NAICS code is 541330 - Engineering Services, with a size standard of $15,000,000. All interested businesses are encouraged to respond and should provide information that includes previous efforts and related data to Syd Kacek, sydney.kacek1@navy.mil, no later than the response deadline specified below. All information should reference this RFI number on the subject response line of the emailed response as well as on all enclosed documents. Responses must include the company name, address, CAGE code, point of contact name with email/phone, and company business size. Respondents may provide Rough Orders of Magnitude (ROM) on any currently available product or company capabilities that will meet the procurement requirements. Any comments provided may or may not be included in a formal solicitation. THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. This RFI is issued solely for information and planning purposes and does not constitute as a solicitation. It is a market research tool being used to determine potential and eligible vendors capable of providing the required research/services. The Government is not committed, nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this RFI. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All data received in response to this RFI, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Failure to respond to this RFI does not preclude participation in any future associated Request For Proposal that may be issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: www.fbo.gov. It is the potential offeror's responsibility to monitor this site for the release of any follow-on information. All responses should be received no later than 5:00 PM EST, 27 June 2019.
