Notice Type: Pre-Solicitation Notice Solicitation No.: 140F0919R0005 Posted Date: Response Date: Title: NCTC Flowmeter Replacements Classification Code: Z1NB Set Aside: Small Business NAICS Code: 238220 Synopsis: The National Conservation Training Center (NCTC) is an active training facility for the U.S. Fish and Wildlife Service. The NCTC site is a campus setting with multiple buildings, which include lodges, offices, training rooms, a large auditorium, a laboratory, dining facilities, gymnasium, operations support, etc. PROJECT SCOPE: The work includes, but is not limited to, replacing existing ultrasonic flowmeters with immersion-type Btu energy meters that use magnetic flow and temperature sensors connected to the Btu meter. The work involves "hot-tapping" into existing piping in 18 locations and the removal and disposal of existing meters. The Btu energy meters will be connected to the campus-wide Direct Digital Control (DDC) system and energy usage will be trended and archived by the DDC system. The work is located on the campus of the National Conservation Training Center, 698 Conservation Way, Shepherdstown, WV. Additional specifications will be provided in the statement of work. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PERIOD: The request for proposal is scheduled for release on or about 28 June 2019. The proposals will be due on or about 29 July 2019. The anticipated award date is on or around 22 August 2019. PROPOSAL PROCEDURES: The acquisition will be issued as a Small Business Set-Aside, Request for Proposal (RFP) through FedBizOpps. The Lowest Price Technically Acceptable contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The magnitude of the project is between $250,000 and $500,000. A Performance Bond and a Payment Bond will be required. This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors included in the solicitation. This is an electronically issued acquisition. The Government will issue the RFP via FedBizOpps. Faxed proposals will not be accepted. All responsible sources may submit a proposal that will be considered by this agency.
