THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The information received will be used within the U.S. Navy to facilitate the decision-making process and will not be disclosed outside of the Department. The proposed contract is being considered for certified 8(a) businesses. Interested certified 8(a) concerns should, as early as possible but not later than 14 days of this notice, indicate interest in the acquisition by providing the information below. The Naval Facilities Engineering Command Southeast (NAVFAC SE) intends to award one Indefinite Delivery Indefinite Quantity (IDIQ) Environmental Technical Services (ETS) contract for Environmental Restoration (ER) projects in support of the NAVFAC SE s Area of Responsibility (AOR). This contract will primarily encompass the geographic area of NAVFAC SE s AOR, which includes South Carolina, Georgia, Florida, Alabama, Tennessee, Mississippi, Louisiana, Arkansas, Missouri, Texas, Kansas, Oklahoma, and the Caribbean (Puerto Rico, Guantanamo Bay Cuba, etc.). Other States or areas may, on occasion, be included in the tasking where necessary. This includes Navy military installations, bases, or facilities operated by, leased to, or administered by the U.S. Navy including, but not necessarily limited to, the U.S. Navy, Marine Corps and Reserve organizations. Exceptions will be on a case-by-case basis as approved by the NAVFAC SE Contracting Officer. This anticipated firm fixed price IDIQ contract is valued at $4M over the life of the contract. The contract will be structured to include a five (5) year ordering period. The contract shall not exceed five (5) years or $4M. The estimated range of task order values is between $5,000 and $500,000. The range is an estimate and the Government may place orders below or above this amount. The NAICS code for this contract is 562910, Remediation Services, and the size standard is $20.5M. Work under this Contract, which shall be conducted with a focus on supporting NAVFAC SE military and environmental missions, involves multi-disciplinary planning and environmental investigations for a wide variety of ER projects and tasks. These include, but are not limited to, Environmental Restoration Studies and Monitoring, Environmental Planning, CERCLA and RCRA Analyses and Studies, and other scientific and technological investigations, including remediation system design, Feasibility Study Analysis and small-scale bench and pilot demonstration studies. Work will include Environmental sampling of various environmental media, such as terrestrial and aquatic media (i.e., surface water, groundwater, estuarine and marine systems, surface, and subsurface soils), required to support requested investigations, inventories, and/or assessments. All interested firms should answer the Market Research Questionnaire, below. This information will be used only to determine if there is interest by qualified firms and will not be used in award. Please limit your response to ten (10) pages or less. Completed questionnaires should be submitted to Mr. Dennis Bourgault at dennis.bourgault@navy.mil.
