TITLE: 65- Notice of Intent to Small Business SOL: 36C25219Q0607 DUE: June 07, 2019 at 10am CST SET ASIDE: none NAICS: 511210 (Software Publishers) Size Standard: 38.5 Million REQUESTING AGENCY: Network Contracting Office 12, Great Lakes Acquisition Center, 115 S. 84th Street, Suite 101, Milwaukee, WI 53214 POC: Shari Lee; shari.lee@va.gov DESCRIPTION: NOTICE OF INTENT TO AWARD TO A SOLE-SOURCE SMALL BUSINESS VENDOR under FAR Part 13 procedures. The Department of Veterans Affairs Great Lakes Acquisition Contracting Office 12 (NCO 12) intends to award on a sole source basis with HEART IMAGING TECHNOLOGIES, LLC. (DUNS: 194348913), pursuant to FAR Subpart 13.5, FAR 13.106-1(b)(1)(i) and FAR 13.106-3. In Accordance with FAR 13.106-1(b)(1), the Justification and Approval for Sole Source is placed in the Contracting Officers contract files. This procurement, in accordance with FAR 13, is Cardiovascular Magnetic Resonance (CMR) workflow software provides this highest quality of image and sharing technologies to diagnosis heart abnormalities and disease. This software allows encrypted, browser access of shared diagnostic quality medical images among several medical institutions. This online portal contains calculation of cardiac ejection fraction, blood flow velocities, MRI relaxation times, and advanced 3D post processing features within the web browser. This software is compatible with the Department of Veterans Affairs current PACS system and CPRS reporting system. The HeartIT s technology is protected by 6 U.S. Patents and is proprietary. This CMR workflow software is needed now, as the cost of continuing to outsource CMR procedures from Jesse Brown VA Medical Center are more expensive per month than the actual cost of the CMR workflow software. If this CMR workflow software is not procured and installed, the lack of Cardiac Magnetic Resonance procedures at Jesse Brown VA Medical Center will impact Veterans patient s safety. 1. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
