36C24919Q0319 SOURCES SOUGHT UPGRADE CARDIAC MONITORS AND ROLL STANDS **This is not a request for proposals, bids, or quotes. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received because of this announcement. ** This is a Sources Sought notice to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement or validate the applicability of 41 USC 3304(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. The NAICS code is 334510 with a size standard of 1250 employees. BASIC REQUIREMENT: The Department of Veterans Affairs (VA) Lexington, Kentucky (KY) Medical Center [FACILITY] at: Bowling Campus, 1101 Veterans Drive, Lexington, KY 40502 is seeking qualified business contractors, preferably SDVOSB/VOSBs, to buy three (3) replacement cardiac monitoring equipment with roll stands, and up-to 3-year service and maintenance warranty. BACKGROUND: Current Edward Life Sciences [ELS] Vigilance II monitors and roll stands are several years old and nearing the end of their life cycle and in need of replacement. The Vigilance II CCO/Sv02/CEDV Monitor is a microprocessor-based instrument which, when connected to an appropriate Edwards catheter, measures cardiac output both continuously (CCO) and by the intermittent bolus (injectate) method (ICO), as well as continuously generates right ventricular ejection fraction (RVEF) and end diastolic volume (EOV). When connected to an Edwards oximetry catheter, the monitor measures oxygen saturation (oximetry). The Vigilance If CCO/SvOi/CEDV Monitor is intended to measure ICO, CCO, oximetry and RVEF and EDV, and calculate derived hemodynamic and oxygenation parameters.. MARKET RESEARCH: Facility found replacement units by ELS that are FDA-approved and found substantially equivalent to the Vigilance II system. That unit is the Hemosphere Advanced Monitoring System with Swan-Ganz module, Oximetry cable, and Flotrac Pressure cable kit. https://www.accessdata.fda.gov/cdrh_docs/pdf16/K163381.pdf INSTALLATION CONSIDERATIONS: None. Items will be drop-shipped to Facility s logistic warehouse. DIGITAL CONSIDERATIONS: Any software must be compatible with Windows 10 OS, and hardware must be compatible with existing PC structure. OTHER CONSIDERATIONS: Equipment or products must be new not refurbished or grey market. No actual design or construction work will be performed. Options are not considered. LEX VAMC is in the process of determining the availability and capabilities of potential small businesses meeting the previously-described requirement before possibly issuing a solicitation for a firm-fixed price contract that represents the best value for the government. If no responses are received from potentially responsible sources, LEX VAMC and its supporting contracting office NCO-9 - under FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis or sole source basis. Identify whether this requirement can be completed entirely under a GSA FSS delivery/task order, NASA-SEWP, other contract vehicle, or Open Market. Provide current and active FSS or NASA-SEWP, or other contract number. Each response shall be reviewed by the Contracting Officer/Specialist for determining whether there exists reasonable expectation of obtaining enough offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
