- Amendment 01 is to extend the closing date to allow vendors additional time to respond. Responding vendors shall acknowledge this amendment either directly on the offer, or as a separate email to tlwirth@usbr.gov. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued, except to facilitate the submission of electronic quotes through FedBizOpps. (ii) To facilitate electronic quote submissions through FedBizOpps, a request for quote (RFQ No. 140R3019Q0045) is being issued subsequent to this combined solicitation/synopsis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-95, dated 01/19/2017. (iv) This requirement is a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 541380 with a small business standard of $15.0 million. (v) The Performance Work Statement provides more detailed information about the requirement and is attached to the RFQ. (All attachments may also be found at www.fedconnect.net, by searching for the RFQ number 140R3019Q0045, using the reference number search criteria, under "Search Public Opportunities Only"). (vi) The Bureau of Reclamation has a requirement for annual calibration of Omicron equipment in accordance with the Performance Work Statement, for up to three years. Information about the requirement and the Performance Work Statement is attached to the RFQ. (vii) Performance is anticipated begin on July 1, 2019. (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items - addendum replaces the term "offer" with "quote" within the provision at 52.212-1. In addition to the requirements of the Instructions to Offerors - Competitive Acquisitions provision of this solicitation, each quoter shall submit a quote in accordance with the instructions contained in this provision. (A) GENERAL QUOTATION INSTRUCTIONS (1) Vendor shall submit a firm-fixed price quote for Line items 00010 - 00030 on attached Vendor Quote Spreadsheet. (2) Quote shall include all the costs to complete the requirements in the Performance Work Statement. (3) Quote shall include vendor ¿s local labor rates, which may be located at: wdol.gov (4) All offers shall be submitted on the Vendor ¿s Pricing Spreadsheet. (5) Submit the following information: Dun and Bradstreet Number Systems (DUNS): ______________ Contractor E-mail Address: ____________________________ (ix) Determination of award will be based on the lowest price from a responsible vendor whose quote conforms to the RFQ. (xv) All questions shall be submitted via email to tlwirth@usbr.gov no later than 30 May, 2019, at 9:00 am, PST, local time to tlwirth@usbr.gov. (xvi) Quotes are due no later than June 4, 2019, at 1:00 pm, PST, local time. To tlwirth@usbr.gov. Responsible quoters are requested to submit a quote for this requirement. Quotes shall be submitted electronically via email to tlwirth@usbr.gov or through FedBizOpps/FedConnect.
