36C24919Q0317 2 | Page Notice of Intent to Sole Source Upgrade Spacelabs Healthcare Patient Monitoring Systems This notice of intent is not a request for competitive quotes. This procurement is being conducted in accordance with (IAW) 41 USC 3304(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements, if awarded after June 30, 2019. If awarded before June 30, 2019, this procurement will be conducted in accordance with (IAW) VHAPM Part 808.405-6, Limiting Sources and FAR 8.405-6(a). The NAICS code is 334510 with a size standard of 1250 employees. The Department of Veterans Affair s NCO-9, intends to issue a sole source firm-fixed priced delivery/task order against VA FSS contract V797D-40190 (expires June 30, 2019) or purchase order to Spacelabs Healthcare [Spacelabs] for the procurement of the following equipment and supplies with delivery and installation services to upgrade Memphis VA Medical Center s [Facilty] 19 departments using existing Spacelabs patient monitoring systems and accessories. Total Estimated Number of Items to be Replaced and Receiving trade-in credit: 170 QTY: Model type Model # Replace with 54 SL2800 91387 Xprezzon 26 SL3800 91387 Xhibit 76 SL2400 91369-241QU04 Qube 14 SL2600 91370-261QU04 Qube Many of the previously-mentioned equipment/system accessories and adapters like nasal/oral CO2 cannulas, blood-pressure cuffs, monitoring cables, roll stands, Ultraview SL Command Modules, associated software packages, patient worn telemetry units, etc., will also be replaced but may not be given any trade-in credit. The underlying information technology (IT) local area network (LAN) infrastructure consisting of eleven (11) servers running Spacelabs dedicated/proprietary software Intesys Clinical Suite (ICS), which communicates data from their physical monitoring systems to the VA s proprietary Computerized Patient Records System (CPRS), and the telemetry antennas will remain. The estimated cost with trade-in credit for this upgrade is expected not to exceed $5 million (U.S). A sole source procurement will be issued to Spacelabs because the Memphis VA Medical Center [Facility] unless an interested party can show they can offer comparable products that meet or exceed the standards of Spacelab Healthcare products described above under a single manufacturer that would not incur greater cost in administrative and maintenance management, allocated funding, installation implementation time, and, most importantly, risk to patient care related to the learning curve medical and bio-med engineering staff will endure if having to be retrained to become proficient, and comfortable with new equipment/systems that are other than Spacelabs. SCOPE OF WORK: Memphis VA Medical Center seeks to procure these upgraded systems before September 30, 2019. No options for additional quantities were considered. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
