Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for Upgrade Pharmacy 18 construction project at the Minneapolis VA Medical Center (VAMC) located at One Veterans Drive Minneapolis, MN 55417 utilizing design-bid-build procedures. PROJECT DESCRIPTION: The contractor shall furnish all tools, materials, equipment and labor necessary for completion of Upgrade Pharmacy 18 construction project at the Minneapolis VA Medical Center (VAMC), in accordance with the drawings and specifications. This project is for a complete renovation of various locations in Building 70 of the Minneapolis VAHCS Inpatient Pharmacy Department. Locations include Basement (~11,000 SF), Ward 3F (~600 SF), Penthouse Mechanical Space, and all associated interstitial spaces above and below those areas. This project is being completed due to Unites States Pharmacopeia (USP) 800 regulations that take effect on 01 December 2019. This high complexity project includes seven (7) or more phases which include various elements of construction including, but not limited to: AHU modification, AHU replacement, Clean Room construction, multi-story shaft ductwork installation, architectural finishes, dumbwaiter shaft removal, mechanical upgrades, electrical and low voltage systems, camera and security systems. Specific elements of work will have limited working hours for shutdown and the largest portion of the work will be heavily phased to allow the customer to continue limited operations during construction. Other elements of work will be directly adjacent to inpatient and outpatient spaces and will have limited noise and operational allowances. Work includes minor demolition, new construction of walls, ceilings and floors, general construction, mechanical, electrical and plumbing work, controls, telecom and certain other items to create a complete and usable space. This project has multiple unique challenges including the need for approximately 3,000 square feet of renovation to be completed before 01 November 2019. Offerors shall be aware that all multi-story shaft ductwork installation is required to be completed by this deadline. The fire-rated mechanical shaft is fully accessible via a rated door on the first floor and partially accessible via access panels on other floors without service platforms. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36.3 Design - Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 Million. The period of performance is approximately 600 calendar days from the issuance of the Notice to Proceed. The solicitation will be issued on or about June 16, 2019. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $5,00,000 and $10,000,000.
